Just to specify, phasing is an ability which triggers during the untap step. Temporal Strobe would allow it to then trigger. The "end the turn" effect is to balance the card. I'd say Sphynx fulfilled the challenge.

This is a very narrow card in terms of the first ability as in it will only work in certain scenarios: most of the time it does nothing at all. When it does, it's insane. Over powered insane.
The second ability is also very good.
Drawbacks: Dies to almost all removal. I don't think that this drawback is big enough because of the fact that you can use its ability the turn you cast it. So ideally yould wait until you had the mana and spells, then cheat in your 8 CMC+ spells. Needs more drawbacks.
Also: Doesn't really feel like jace. 5/10

That is VERY powerful. If it started at 1, and its first ability was a +1, then in might be balanced. As it stands it's almost strictly better than Voltaic Key. Cool idea, but I have to give it 4/10.
EDIT: forgot to rate! The card wouldn't inspire me to play with it or build around, though the combination of flash, haste, and the tap ability makes it a very interesting card.

Vimez Mitz: Don't get the name, but that's fine. Wizards generally has a rule that every land they print these days has to produce mana, with pretty much the sole exception of fetchlands; a "t: Add 1 to your mana pool." would've helped here. Manland mechanic is really interesting at first glance, but will actually be super unreliable; besides, what, tapping down attackers or killing creatures with "Whenever ~ attacks" stuff, this is never gonna get to attack, and it's almost never gonna block either. Still, it's strong enough that the drawback is fair, and I like the pseudo-hexproof, so Ima give this an 8/10.
Now, I'm not super sure what you're asking... while Gideon does make himself a creature, no Planeswalker card has multiple supertypes for flavor reasons. Still, I'm gonna go ahead and make something here.
