Tinkerer's Spite: I like the card in what it does and it matches (R/U). I just don't think this card warrants a "Penetrate" ability. 7/10
Communal Spirit (Rare)
Cost: 2WW
Creature - Spirit
Flying, Vigilance
At the beginning of your upkeep, if you control four or more creatures named Communal Spirit, you win the game.

YOU ARE SURPRISED BY A MANTICORE! IT QUICKLY SHREDS YOUR FLESH AND DEVOURS YOU!
7/10: Fits the bill of an alternate win-con creature. Mana cost could use an adjustment though. It's a bit expensive, and if you dont have a way of copying it and one dies then it turns into a dead card.
The Enchantment to End All Enchantments
Enchantment
At the beginning of your upkeep, destroy an Enchantment for each Age counter on The Enchantment to End All Enchantments.
Cumulative Upkeep - (At the beginning of your upkeep, put an age counter on this permanent, then sacrifice it unless you pay its upkeep cost for each age counter on it.)
NEXT: A Tribal card with the Brushwagg creature type!

"Each year that passes rings you inwardly with memory and might. Wield your heart, and the world will tremble."
...it works as far as the cost goes, but this is just incredibly poorly put together. Have you ever LOOKED at a card with hellbent? Or a hybrid? Heck, you even misspelled the word GOBLIN, for Mishra's sake! 5/10. You meet the requirements, but lose points for being completely unremarkable and poorly templated. Not to mention...you neglected a new prompt. D'oh.
Guess I have to repeat prompts...
Dirge of Anguish 1R Sorcery Dirge of Anguish deals 2 damage to target creature. Hellbent– If you have no cards in hand, Dirge of Anguish deals X damage instead, where X is the number of land cards in your graveyard.
Retrace through land
Next: a vanguard of a set released post-M10, as no new ones have been made since (curse you, MTGO!)
sorry, my girlfriend was in a mad rush to leave so I got boned. so, I apologize
9/10: A cheap, useless artifact. IT FITS THE BRUSHWAGG THEME SO WELL! <3
Changeling Hero 4W

Wait what? Oh yes, a non-blue Leviathan!
Treetop Leviathan 4GGG
Creature - Leviathan

"Each year that passes rings you inwardly with memory and might. Wield your heart, and the world will tremble."
Funny Leviathan
I wonder how it would look likestraight forward design, but nothing new, somehow missing the line can only be blocked by flyers :P. 5/10
Czisz´s Breeding ChamberGG
Legendary Enchantment
X: Put a green X/X snake token onto the battlefield where X is the number of grow counters on Czisz´s Breeding Chamber, X can only be the number of grow counters on Czisz´s Breeding Chamber. Put an grow counter on Czisz´s Breeding Chamber. Czisz´s first baby died, all the following became bigger and bigger.
I know the wording is bad, but i guess you understand was was meant.
Next. Create a legendary creature or Planeswalker representing Czisz.
Breeding Chamber: Seems a bit overpowered... but I'm not sure! Maybe with cumulative upkeep like Hibernation's End. The downside is that the snakes are vanilla. Fits the requirement though! 7/10 By the way, the wording would probably be:
X: Put a X/X Snake creature token onto the battlefield, where X is the number of grow counters on Czisz´s Breeding Chamber. Put an grow counter on Czisz´s Breeding Chamber
So now we want to see Czisz? Here you go:
Czisz, Tamer of Snakes2GGUU
Legendary Creature - Mutant Wizard 1G: Put a 1/1 Snake creature token onto the battlefield. 1UU: Gain control of target Snake. 2GU: Target Snake creature get's +2/+2 and is unblockable until end of turn. "If I could only get them to stop hissing" - Czisz
4/5
Next: We want more white card drawing (i.e. Survival Cache)
9/10: Interesting take. Basically turning a Legend into a Planeswalker. :3 Reminds me of Jaya-Ballard.
Divine Blessing 1WW
Sorcery
Gain 1 life, then gain 1 life for each card named Divine Blessing in your graveyard.
Draw a card for each card named Divine Blessing in your graveyard.
NEXT: Time to get thematic. An EDH card that would work well with Czisz, Tamer of Snakes as my General.

Divine Blessing: I always like Accumulated Knowledge and friends, but this is simple unflavorful white drawing. Meh... 5/10.
Hissing Ancient (Rare)
Cost: 1UG
Creature - Snake Spirit
When Hissing Ancient deals combat damage to a player, draw two cards and that player gains control of it.
2/2
Volcano Rage RRR
Sorcery
As an additional cost to cast Volcano Rage, sacrifice a mountain.
Volcano Rage deals damage to target creature or player equal to the number of mountains you control.
Draw a card.
NEXT: A green way to kill creatures.
Edit: Apparently I forgot to change the second clause of Divine Blessing to 'Draw a card for each life gained this way', but yeh, it's a bit of a failure on flavor.
Volcano Burn Not bad, not bad... this is a finisher later in the game... I think it could be a LITTLE OP, but since you really dont want to use it early game, its probably alright. I like it. 9/10
A green way to kill creatures???
Nature's Reaction1G
Instant
If a creature an opponent controls would deal combat damage to you, put an 8/8 elemental token into play blocking that creature. Sacrifice it at the end step.
Edit: Reminds me of, Tidal Wave. I think it's not exactly what the task meant by creature killer, also it's a bit overpowered. I'd make it 2G 6/6 elephant or something like that. Also a mistake in the wording as it should be an unblocked creature instead of "a creature that would deal combat damage to you". The idea though is nice and very green. I give it 6/10.
Dense Jungle Dragon3GGG
Creature - Dragon
Use only one activated ability of ~ each turn and only once each turn. G: ~ gains flying until end of turn. G: ~ gains trample until end of turn. G: ~ gains shroud until end of turn. 1G: ~ gets +2/+2 until end of turn.
5/5 In the densest jungles one can never know what to expect.

Next: A card imitating the effects of seasons.
Good. I like it. 8.
EDIT: Sorry!
Kanthos of the Winds 2GGG
Legendary Creature - Human Wizard
At the beginning of your upkeep, choose Winter, Spring, Summer, or Fall. Remove all counters from CARDNAME, and then put a counter of the chosen type on CARDNAME.
If CARDNAME has a Winter counter on it, all creatures get -2/-1.
If CARDNAME has a Spring counter on it, all green creatures get +0/+2.
If CARDNAME has a summer counter on it, all creatures get +2/+1.
If CARDNAME has a fall counter on it, all nongreen creatures get +2/+0.
2/2
NEXT: A spell that causes all players to have 5 or less cards in their library. What they do with the other cards is up to you.
Kanthos- dunno how it imitates the seasons... green should not get a Engineered Plague (or any kind of power/toughness decreasimng effects). while you're playing beats, just keep running with the Winter counter to hose all sorts of weenies.
4/10
Herald of the DoomsdayBBB
Legendary Creature- Avatar 0/4 Vanishing X, where X is half your life total, round up. When ~ leaves the battlefield, if it doesn't have any Time counters on it, each player search their library and graveyard for five cards and exile the rest. Put the chosen cards on top of their library in any order.
create a card like Crop Rotation or Tinker for enchantments, without making it broken or abusable.
SELVAXRI! King of Misfortune & Master of Rocket Launchers "Do ya feel lucky? Because you'd better start runnin' while you still can." 375 Misfortune {+3 signed AP's} & 104 Rocket Launcher (41 AQ/ 63 Rev) Edgar Rice Burroughs, forgotten legend of the word.
Selvaxri: I really like it. I think it's rather balanced, I liked the use of the awesome yet problematic card doomsday, and it's not too powerful because it's limited with life meaning a deadly combo could be easily stopped with a direct damage to player. 8.5/10, well done!
Now the next task is very hard, you asked of me basically to give mana to a specific card. As the two examples you gave are overpowered both, tinker by a lot and crop rotation by a little it could be very difficult. I think as enchantments with higher mana cost that are realy deadly are much harder to find it should be something like this:
Emotional Reshape2W
Sorcery
As an additional cost to cast ~, sacrifice an enchantment.
Search your library for a none aura enchantment card and put that card onto the battlefield. Then shuffle your library.
{Notice I added none aura, as combos with auras in such a price are very easy to find and could be much deadlier}.
Next: Make a card that changes the game play dramatically. Extra points for making it a land or a creature.
Emotional Reshape: Not much space for innovation here, given the request. I just don't think the name fits the card. Emotion is usually red while emotion manipulation is usually blue... white gets the emotional blockade though... 8/10
Blood Channeler (Rare)
Cost: 4BB
Creature - Vampire Shaman
Lifelink

Tribal Artifact - Vampire
Whenever you pay life, you may have target opponent lose that much life. "Everything comes full circle."
NEXT: A card that makes use of the following mechanic.
Hellwrought - When you cast this spell, you may sacrifice any number of nontoken permanents you control. Copy this spell for each permanent sacrificed this way.
After playing Knights vs Archers in Lorwyn/Morningtide, I realized that archers just need one thing.
Ranger Training Grounds
Land
Ranger Training Grounds enters the battlefield tapped. t: Add G or W to your mana pool. t: Target creature gains Flying until the end of turn.
Ranger Training Grounds: I like your idea, but do you realize that this land would be use for evasion instead of killing creatures? 6.5/10 for a good concept.
Æther Helix (Rare)
Cost: 4UR
