So what happens if you don't pay the Echo cost...? Do you mean Storm? Anyway, it's not an effective hose to the previous card. Cards with Storm still get played (then immediately countered), but their Storm trigger will still go on the stack.

EDIT : go back up and see my edit, echo sent the wrong messege (Also: When u play a spell with storm the copies are made right then and there, so you play "Needle Storm", copied oh 7 times, i play "Stop the Wind" and it counters all the copies as well as that spell. Because it says, untill end of turn, counter all spells with that name, and its first to resolve, then all the copies then the original, (which are all countered))

Oh wait, your Clock of Doom does the same thing as making each player lose half their life rounded down. Except it makes it pretty hard to keep track of by putting counters on a player (I could see people trying to balance them onto their head!).
