That's harsh, for one mana to be able to shut down every black creature ever made. It just screams Darkest Hour control. I would even go so far as to call it b0rken.

Sea's Claim costs UU less, and Aquitect's Will can't be disenchanted and can draw you a card. Your card also has crazy interactions with equipment and auras which blue should have access to. Perhaps I digress.

Not to be too technical, but (1) is that supposed to be an coming into play effect? and (2) mana abilities don't use the stack. Your card doesn't hose mine at all.
