I don't think that actually works? Bottleneck specifies that it replaces "all" and/or "each," it doesn't let you replace "target."
That said, it does say "You chose[sic]* the target of that spell." which WOULD let you change my Bottleneck's target to another spell... if there's another one on the stack to target with it.

I mean that after my copy changes yours by replacing your "all" and "each", your copy will just read <Change the text of target instant or sorcery spell by replacing all instances of the words "TARGET" and/or "TARGET" with the word "target." You chose the target of that spell.>
