If you play both cards in the same deck, it backfires. But this isn't the intended kind of hosing, I don't think. Seems like you want two cards, one of controlled by player 1 and the other controlled by player 2. Haven't been on here in a while.

When ~ enters the battlefield, each player gains control of each nontoken permanent he or she owns.
As long as a permanent is controlled by it's owner, control that permanents can't be exchanged.
Not exactly sure how to word the last part, but you get the meaning.
If an enchantment would counter a spell destroy that enchantment instead.
Sacrifice ~ : Counter target spell.
