(its a little similar to banding. I'm not sure if i've grasped the actual nature of what a chain gang actually is with the mechanic, but its the best i could do.)
Chain-Gang:
Permanents with Chain-Gang form gangs with other permanents that a) have the same name as that permanent, and b) have Chain-Gang.
Gangs are formed when there are two or more permanents that fit the prerequisites above.
Creatures that are part of a gang attack and block as a group. If a creature in a gang would be unable to attack, no gang member can attack.
If a creature that is part of a gang becomes blocked, all other members of the gang are considered blocked. (For example, if a gang contains three creatures, and one is blocked, the other two wouldn't deal damage unless they had trample.)
Whenever a permanent with Chain-Gang becomes tapped, tap all other members of that gang.
If a permanent that is part of a gang either a) loses Chain-Gang, or b) has it's name changed, it is no longer a part of that gang.

Rather than choosing which player a confused creature attacks, the controller of that creature chooses a player at random. If it's an opponent, that creature attacks that opponent; if it's him- or herself, that creature immediately deals damage to its controller equal to its power. The creature still is required to tap (or not tap, if the creature has vigilance) as normal.
