When ~ comes into play, each player splits a library he or she owns into two libraries, then fateseal X. (Players may utilize and make decisions for any valid library.)
When ~ leaves play, each player shuffles two libraries he or she owns together. Exziz realized that if he broke tomes into multiple volumes, that he could increase sales and ultimately profits.
(I think this card might need some extensive rules, off the card. A bit like Mindslaver. Essentially, the idea is if a player would draw a card, they draw from either of their libraries. If a player would fateseal 5, they could look at the top 3 of one library, and the top 2 of another, then place the cards on the bottom or top of either library. What a player couldn't do, would be to utilize an opponent's library. That is what I meant by players may utilize any valid library.)
Players could have a null library. Essentially a library of no cards. In this case they would have to make all decisions on the card carrying library, but the would not lose the game until they absolutely can not draw a card. When they reshuffle the "two" libraries, the would shuffle the null library into the card library, or otherwise just shuffle the one library.
Furthermore, when players split libraries, it is essentially a cut of the deck, without the re-stack. Players can not change the order of the cards.
I'm sorry riddle, but I would like to ask you to take a look at my card again. I don't believe it is broken at all, only bomb-level powerful; why? Simple: if you control 3 white permanents, the cost is RR and you can't use the tap ability at all. Okay, so you do get a cheap burn spell, but it costs RED mana while your deck, with 3 white permanents that likely need plains, is a white deck. There is a lower likelihood of being able to play it at all.
One more thing: Affinity was only broken with artifacts and artifact lands.
@erikcu: The card looks great. It seems like a good idea.

@Dragoon26: You are not supposed to be able to get all of the bonuses without making a unique card (look at riddle's entry). Also Dryad Arbor. The reason for the monocolored bonus is that people always ask for multicolored, so I did something different. The reason for the land bonus is that lands are hard to make. The reason I had both of them is that I wanted to see a few weird, but possibly good, cards. Maybe someone would make a land with a manacost. Although that did not happen.
Okay here comes the judging.
Flavor 4/5; Exziz sounds like he might be an interesting character. Although his name would be extremely hard to pronounce. The name of your card matches the effect for the most part. Nice art, although it doesn't match that well.
Balance 3/5; Do you get to look at your cards when you split your deck? For this rating I am assuming the answer is no. The card seems weak. All it does is stop effects that mess with your top deck. People would play it for 0, and run it in a storm deck.
Creativity 4.5/5; Only one card I know of has a similar effect (parallel thoughts). But the use of fateseal is weird and pointless.

Flavor 2.5/5; Name is okay, but not good. It's name would have matched much better if it scryed instead of fatesealing.

Creativity 3.5/5; First ability is not that creative, but the second one is much more creative.

Balance 3.5/5; I don't see a way it is broken. Although I don't think that it will be played as a land too often. It is strictly better than Salt Marsh. Although salt marsh is not that good of a card.
Creativity 3.5/5; Nice Idea. A land that can be a spell is sort of original.

@Dragoon26: You are not supposed to be able to get all of the bonuses without making a unique card (look at riddle's entry). Also Dryad Arbor. The reason for the monocolored bonus is that people always ask for multicolored, so I did something different. The reason for the land bonus is that lands are hard to make. The reason I had both of them is that I wanted to see a few weird, but possibly good, cards. Maybe someone would make a land with a manacost. Although that did not happen.
Okay here comes the judging.
Balance 3/5; Do you get to look at your cards when you split your deck? For this rating I am assuming the answer is no. The card seems weak. All it does is stop effects that mess with your top deck. People would play it for 0, and run it in a storm deck.
Creativity 4.5/5; Only one card I know of has a similar effect (parallel thoughts). But the use of fateseal is weird and pointless.

Balance 3.5/5; I don't see a way it is broken. Although I don't think that it will be played as a land too often. It is strictly better than Salt Marsh. Although salt marsh is not that good of a card.
