Parliament's Guard Tower5
Artifact Creature - Construct (R)
Parliament's Guard Tower enters the battlefield with 5 +1/+1 counters on it.
Parliament's Guard Tower can't attack or block. 1, remove a +1/+1 counter from Parliament's Guard Tower: Parliament's Guard Tower deals 1 damage to target creature.
At the beginning of your upkeep put two +1/+1 counters on Parliament's Guard Tower.
0/0
Since it can't attack or block, the counters didn't have to be +1/+1 counters. In fact, this didn't need to be a creature, and text would have been saved if this had been a simple noncreature artifact with charge counters.
Otherwise, this is a very effective source of direct damage usable in all colors. I don't think blue, green, white & black should have access to so effective pinging.
Castle's Keep5
Artifact - Fortification
Whenever fortified land is tapped, creatures you control gain Vigilance and +0/+2.
Fortify 3(3 Attach to target land you control. Fortify only as a sorcery. This card comes into play unattached and stays in play if the land leaves play)
Seems slightly overcosted, but I appreciate your cautiousness.
The bonus begin based on a land-tap trigger is very good, this creates interesting choices for the controller. The value of the fortified land as a mana source has to be balanced against its carefully timed use.
Sunstream Seclusion2W
Enchantment
You and permanents you control have shroud.
At the beginning of each end step, Sunstream Seclusion loses all abilities.
At the beginning of each end step, Sunstream Seclusion gains "You and permanents you control have shroud," "At the beginning of each end step, Sunstream Seclusion loses all abilities," and this ability.
So there's this narrow window that opens when the opponent has priority and the shields are down just briefly. Since this is shroud not hexproof I guess the narrow window opens for the controller as well.
The implementation is a bit wordy and awkward, of course. Then again, the ability to stack the triggers as you like allows for some interesting choices. Then again again, there are a lot of other ways the same effect could be produced more clearly and cleanly. And actually, if the first trigger is allowed to resolve last, the shields will go down without the chance of coming back up.
It is not entirely clear what you were trying to achieve, but certainly there are better ways.
Castle MasonWW
Creature - Human (U) ,t,: Put a 0/3 white wall creature token with defender into play. Soldiers protect our lands, he protects our families.
Making a wall of Walls is fun, though might be slightly too good of a defense to play against. Actually, it certainly is too good. Nuisance Engine is extra fun to play, this card would be too but it's not fair and is unfun for the opponent.
Fortified Castle
Land (R)
When Fortified Castle enters the battlefield, you may pay X. If you do, put X charge counters on it. T:Add 1 to your mana pool. , Remove a charge counter from Fortified Castle: Prevent the next 1 damage that would be dealt to you or target creature you control this turn.
I love storage lands, and this is storing protection. Solid design, though I kinda wish a little bit that more charges could be added after it has entered. You probably made the right choice only allowing the charge-up to happen once.2 spread out over time seems fair for each 1 damage-prevention.

A silent evil where there shouldn't be another.
This awesome signature is tbe work of DNC at Heroes of the Plane Studio!
Ninja Caterpie- I actually did a gatherer search for "rabbit." Super weird, but bonus points for a Rayman reference. 6 mana for a 0/3 seems weird, but since no one but Masako the Humorless will block it, I guess that's okay. The only thing that strikes me as a playboy is the female part, and since no creatures are defined as such so far (or some huge creature type update), this one doesn't work terribly well for me.
Winterspring- On-board Threaten is a cool concept, and the flavor works for me. Why black, though? I assume its for the creature type/flavor, which is cool and all, but this would completely work in monored. Innistrad had devils in red, and I'd believe a succubus with that color and type. Otherwise, cool design.
EronTheRelentless- To be a repeatable Mind Control on a stick, I'd consider making the ability cost more to activate, though the tribal element balances this out a bit. I really love the image this conjures, though; I see a guy in a harem of merfolk or elves and I can't not crack a smile. (Yay, double negative!)
Eskimo_Rage- As a rule, I'm not generally in love with lands that don't tap for mana. It seems like this could pretty easily tap for 1. That said, this seems very cool and powerful. I like the image of people going in and being super excited when they leave. A +1/+1 counter may be a bit much, though, since you could pretty easily get around summoning sickness with a permanent upgrade. Still, overall it is a pretty neat concept.
Prophylaxis- I get what this is doing, and I personally like it in UR (not RU), but there is a lot of conflict here. You really want to use its ability more than anything, but being a 2/1 makes it look like you should be attacking. I'm assuming the 1-toughness is to make it easier to deal with. I like the ability, but (ideally) stealing a creature every turn is brutal, especially for just 4 mana. Maybe just stealing the one creature? I'm not sure. Regardless, I like how, given enough time to charm and flaunt his wealth, no one can resist this guy.
The flavor is more red, but the ability is more blue.
Someone else (Ninja Caterpie, maybe) had a similar quote in their sig before, I think. I just love how this makes absolutely no sense to anyone except Magic players.
pstmdrn- Interesting card and a cute reference. I'm not feeling black in this ability at all, though. WU would have worked so much better. Getting both effect for 3 is powerful (especially at instant speed), though I can see how the super intensive mana alleviates this a bit. Reference aside, I'm not really feeling the playboy vibe, either.

IIW: Evil Lich Lords!
GideonJur@ - Just FYI, some of us have terrible internet connections and can't load images, so it's good practice to put a written-out version of the card in addition to any render (spoiler tags also help). Also, you can get pinged for leaving out artist credit (Dan Scott in this case).
Some other quick pointers:
- Degenerate is effectively the same as Vanishing or Fading.
- "You may cast Equipment spells by paying their equip costs rather than paying their mana costs."
- Putting Equipment onto the battlefield tapped will almost never make a difference (Living Weapons being the only exception that comes to mind).
Have you tried using Magic Set Editor to render your images? They come out much more nicely, although I've found porting it outside of Windows to be a huge pain.

What a swank commander. Like a two-Headed Fog Bank with a little bit of life gain. A good "wall" general is needed in EDH.
I think/hope this is well balanced, and not too strong. It might be somewhat frustrating to play against, but not entirely day-wrecking.
Yeah, not bad. Common though? More like uncommon, at least, really.
Costed correctly though, and quite effective. Seems fun, a defensive card that encourages going on the offense. Simple, clean, solid.
So there's this narrow window that opens when the opponent has priority and the shields are down just briefly. Since this is shroud not hexproof I guess the narrow window opens for the controller as well.
