It's an uncommon as long as it has the chance to hit land cards which common 1cc discard cards are avoiding compared to the other disrupt spells that let's the owner decides which one should be discarded. That's why 1cc random discard is powerful.
Ah! Never viewed it that way! I'll tinker it a bit. If they can choose a non-land card and it still gives them a life loss if a non-permanent is chosen, would it be common?

Metallix's one can be common without problems (a very good common if you have spoils)
Horrifying Revelation mill effect is not the problem even if it cause opponents to discard, any opponent won't discard land cards and just toss any other card.
Metallix's card is powerful for the fact spoils is easy to access and turn it into Distress earlier.

I'll be changing my card. However, the card that is winning this round (Takaline's) is NO WAY uncommon...A card that can potentially steal 3 permanents (and that will almost always steal 2 permanents) will never be uncommon.

This card is an uncommon for the fact it prevents your opponents from drawing other cards of your own choice. The only salvation for it to be common is "Target opponent puts a card from his or her hand on top of his or her library." or "Target opponent discards a card. That player puts a card from his or her graveyard on top of his or her library." Why avoiding hitting yourself with this card is to avoid it from being abused.
