Why would you ever cast this instead of cycling it, since it's a sorcery, but cycling is done at instant speed and nets a card draw?
Oh, whoops, just noticed that the cycling gets rid of just artifacts, which is less powerful. So it's kind of modal in nature. I'll modify the card based on the way I misread it:
