First off, it's wordly poorly. "Whenever" is a triggered ability and if this ability triggered, the creature would not be in play when it resolves. Again with the third ability, "Whenever" wouldn't have you replace the drawing effect, but you use the word "instead" at the end which means it was meant to be a replacement effect. Remember, replacement effects start with "If" and end with "instead" and triggered abilities start with "Whenever" "When" or "At" and end with the ability. Also, if there was a way to make this creature die at an sbe (in other words 4 Engineered Plague naming human or wizard), you'd have a creature with 0 toughness in play. So it needs to have like a return to play effect... oh yea, and it doesn't trigger at end of turn, then you'd have an infinite kill with Goblin Bombardment.
Fixing the wording first:
