Sweep 2: Ease of assembly. The best engines hit the battlefield running, with little extra effort. Now, exceptions can obviously be granted (Ironworks + any artifact is not exactly hard to assemble), but if your card is clumsy or requires too much effort to use, it will be cut here.

Kensei: Your engine is fairly simple to assemble. Get a land which is also a creature, then kill that creature. It requires two cards. OK

Sweep 3: Repeatability. The best engines can be used repeatedly to create lots of resources, potentially to a degenerate level. Where does yours stand? This is where I start looking away from my strictly technical definition.
Brofaux: Sadly, you can only activate this once without help. Since you only submitted one card, you get no help. NOT OK
Kensei: Here's the problem. When you have lands that are also creatures, those lands have summoning sickness. So, when you return the lands, you must wait an entire turn to use them. That is not a good engine. NOT OK
Demigod: This is repeatable as long as you have cards. OK
yareg: This is much less repeatable than a card like, say, demigod's. You are much less likely to have a million wizards than a million cards in hand (the reverse is actually true). I will advance you to sweep four, but you are on notice. OK
GIW: Shaman is NOT repeatable. Blasphemer is. The combo doesn't add much to your engine (adding 2 is a marginal benefit over drawing 2 cards), so I am at this point discounting that card. Demon advances. OK

Sweep 4: Power. When put into action, just how powerful is your engine? Power is the ultimate goal. (At any cost)
Demigod: Two scenarios. One: You do indeed have a goddamn Eldrazi Titan and make 15 mana. Two: You do not. In either case, you need additional lands and plenty of uses for the mana. This is definitely a powerful mana engine, though. OK
yareg: Two scenarios. One: You have a lot of wizards. Two: You do not. In scenario one, this guy is very, very good. In scenario two, he is pretty bad. Blue is not exactly a token making color. Given the substantial initial investment needed, I cannot advance this. NOT OK
GIW: Life for cards... hearkening back to the days of Necropotence. If alone, this card allows you to have a double Phyrexian Arena, which would cost you 2 cards and 6 mana. This is only 4 mana, and one card. The power is extremely evident here. OK
Not advancing:
yareg: Your engine was easy to start up, but hard to keep going. Unfortunately, that costs you this round.
Final 5weep: The Head-To-Head
Now time for the evaluations.
Demigod: Your card has a few options to it. You can go for the turn 1 play, but that would leave you without much else to do. Since you card does not, in fact, allow you to cast cards without help (artifacts excepted), it would be hard to craft a 7 card hand that works on turn 1. It probably involves Tower of Fortunes/Dreamstone Hedron and Emrakul. The Hedron draws less cards, but it would get recycled automatically. Voltaic Construct lets you reuse the Tower. All you'd need is a kill-con. This is the deck for serum powder if I've ever seen one. I also like how you can never mulligan or this won't work. I think the easiest win involves this hand:

As you can see, we've maximized the chances that your two card hand does something. Any two cards will enable you to cast something (excess copies of PWK would be discarded to cast the first one, of course) Dropping turn one Emrakul or Gargoyle is a beating. On the draw it's safer to mulligan, so it might be best to be on the draw. However, you open yourself up to being Dazed.
I have goldfished this deck, and getting turn one Kozilek, plus a platinum angel AND an ulamog* is possible. Any hand with PWK is a keeper.
*I was on the draw. If I had been on the play, I would have not cast ulamog unless I had a colossus out.
More realistically, you are just going to cast this card and use it to accelerate your mana significantly. Bored.
GIW: 3 cards a turn is really, really good. Like, really good. Like, it would make Demigod's card so broken. But I think Demigod wins since I spent so much time on his card, and yours is honestly a card that just slips into decks. It doesn't really fit into every deck, either, since it costs 4.

Also: This card is really broken. Unless they have force of will, you're pretty much going to win with this deck on turn 1 or 2. Of course, if they do, you just lose.
If Parceled Estate was out, sure, the NONbasic lands that came back would and couldn't tap. That'd be bad. But its all lands. I think dredge would have a field day with my card. I designed it to be a get-a-lot-of-land card, never thought about the Dryad Arbor clause.
I do agree with your judging, though, for my card. And I understand why you gave the win to Deus, but I do think his card is still broken. Potential turn 1 Emrakul is scary stuff. O_O

Hoyerhan: Too powerful. Doing something on a global scale like this cannot cost 0. Broken.
Bpy6: Repeatable spreading seas is kind of dumb. At least you could have put some sort of blue cost, to make it seem like this hose is shooting water onto the land.
Kev: Probably should have costed 1 more. Also, it should be that "As long as that creature has a petrified counter on it, {effect}." This way, it makes it so that the counters don't lose their effect when the eye has left. Also, why does the creature need to be attacking or blocking to see something?
