My standard on copyright&artist : You need the copyright line (could be anything not dumb. Including WOTC in the line is tolerable but definitely not advised.) + known artist to avoid a -.25 penalty.
F/C/Q - 3 points for each of the areas, with the 10th point awarding as the highlight bonus. Flavor, Creativity or Quality wise, the most outstanding card will be awarded a +1 and the second one will get +.5.
Note that I will only give a full mark on creativity if you come up with something amazing new.
On the quality part, I'll deduct points as following:
-.25 for missing rarity in the text card;
-.25 for minor wording wrong/mismatch;
-.5 for wording wrong/mismatch;
-.5 for minor piss on the pie;
-1 for serious wording wrong that will affect the performance of the card;

-2 for critical wording wrong that is improper/non-executable using the current rule of Magic (unless reminder text's provided saying otherwise)

Balance:
I'd say the cost is probably a bit too high, especially considering this being a rare card (being rare sometimes do means that the cost could be reduced a bit). The biggest problem with creature enchantment lies, and casting an aura as costy as that means you'll most likely tapped out, looking for your opponenet's mercy. Comparing it to the infamous Sword of Fire and Ice. Both of them get two "one mana ability", and the sword is clearly superior in most cases. Besides, tapping an creature a player controls after dealing combat damage to that creature rarely matters. In conclusion, I'll be suprised if this card managed to find a seat in the constructed, and in Limited it's most likely a waste of a rare slot - with one more mana (less restrict colored mana and better color) the uncommon Pollenbright Wings is a way to win, but the wings is only a card that will enhance your situation. 5/10
F/C/Q:
Flavor - The flavor flows in this card. By granting a creature wings of a fae, the creature gets the ability to do what little faeries did. Make perfect sense to me. 3/3
Creativity -Well... It's not really new here, especially we have got those commands in the Lorwyn. Last week. While you avoided using Lorwyn keywords in your card, you do used the Lorwyn mechanics, and I suppose that you'd expect lose some marks in this area. A decent way to build a faerie card, tho. 1/3

Balance:
It's a red...blocker? At best this card says "Attack me not unless you evade", and at worst it's readed "deals 1 damage to target player each your combat". Red, in constructed, is not looking for a defensive card like this, even a tribal deck have better options open for them. In limited I can see this card being used, but mostly as a filler, as there are many better options you could snatch with 2R. I don't think there's a problem costing this guy 1R and put it in common, since it'll at least be considered an option in limited then. 4/10
F/C/Q:
Flavor - The flavor text of this card is a bit bland, it might be better used to explains why the touch of an elemental is affected by OTHER its akin. Good name and ability on the other hand. 2.5/3
Creativity - This is mostly a regular combat ability, and I'm not sure whether the elemental works this way or not. A good twist on classic tribal abilities, but that's about it. 1.5/3

Balance:
Planeswalker's a new area to explore, meaning it'll be harder to get it right. For 3GW you get a walker with 4 loyalty, which could be pumped to 5 once it hits the board - the survivability's fine. At +1 you get a free 1/1 each round - comparing to existing planeswalkers it's also a good deal. For one loyalty you pump all kithkin creatures you control and made them pretty nice until end of turn - it's a Goldmane ability except the mane didn't grant Firststike but instead make the boost a permanent one and is not restricted to kithkins. Fine but a bit weak. The last ability's taking 5 loyalty to...
...wait. taking 5 loyalty to cast a Elvish Promenade? You can't be serious. I'll expecting the last ability much, much better than that for this card to be actually used in constructed deck, and while planeswalkers are just scary in limited this one is clearly weaker than his White and Green akin. 6/10
F/C/Q:
Flavor - A weaver is hardly a warrior lord, and Kithkins are NOT colorless creatures. Sorry, but I failed to see many flavors here, besides he's a kithkin and thus helps his friend in combat. 0.5/3
Creativity - Awesome +1. Elegance +1. Clever +1. Full mark, you get it! 3/3

Now the question is: Are you going to play a signet merfolk in a constructed deck? This question's hurting. The day of Merrow Opposition's long gone, that leaving the merrow competeing with looters. 1 and 2 is hardly a difference as the toughness, the untapping ability is unlikely to be beneficial and, would you prefer to Tap for W or to filter a card like the looter? Right this card can be untapped and yes it has islandwalk, but the big problem here, is that three abilities on this card does NOT benefit from each other unless some niche situations happened. In limited it might be used by someone as an accelerate creature but then again, i'll only consider this creature if i'm playing blue and when i need a 2cc filler. 5/10
F/C/Q:
Flavor - Islandwalk - Check;
Pay to untap - check;
Generate mana - Ch...wait. The card didn't explains the reason little merfolk's generating mana, and generating mana in Blue is not a common sense that is understandable without a reason. I love your flavor text, but it might really needs to explains something. 2.25/3
Creativity - As I said in the PM sent to you, I would mark this card higher if his ability actually interactives with each other. Until then, this card has three (almost) un-related abilitys, and none of them is unheard of. 1.5/3

Quality of the Art - Are those giant skulls? Missing artist & copyright line. 0.5/1
Balance:
This is more or less a meh card. As those creatures benefit from a certain type comes into play it don't care who's playing that type, but as a creature that benefits when a type leaves play, well, in most cases you'd like to play such a card only if your opponent's the type. Worse yet it's leeching Giants, making it even less good when your opponent is the player playing Giant - How many giants have to be killed before this guy growth to a super hero who is brave enough to block a giant's path? Besides, the low cost to enable early drop on this card is really meaning less. I'd rather have a big guy who ates giant since, well, when he hits the board there will be giants as dinner. All that being said, it's still a 1cc 1/1 elf drop which can be used in niche, and I'll try to sb it if I somehow grabbed it in a limited game. 5/10
F/C/Q:
Flavor - Pending - The name and the ability itself is not bad, but I don't see how could him be a warrior instead of a wizard. Also for a simple card like this, you might want some help from a text-flavor.. 1.5/3

so, for 4 mana you'll get a lifelink 3/4 creature if you are playing green and/or wb. white and black make the splash a bit more easier, but what really matter's the ability plains and swamp granting to this creature. In limited i can see the dorin with plains being a good wall, but good walls are everywhere. The highlighting here comes into play when a swamp is presented; a 4cc 3/4 with lifelink, deathtouch and possibily shieldwall is absolutely something not to be ignored. While the card itself is hardly a bomb, it could still be the 1pick in many situations. For constructed, i have to ask myself "is a 4cc 3/4 good enough to be played in green aggro with splash black?" The answer is "depends", but I get the feeling that if the meta fits, it'll definitely seeing play. Thanks for creating such a good card, and I hope that one day we'll get this printed. 9/10
F/C/Q:
Flavor - A treefolk "tribe" that fought "the natural way", involving life, death and growth? It's almost as good as you could hope, great job 3/3
Creativity - You've got a good mark on Balance and Flavor, and now you're going to lose some marks here. The card itself is predictable, which earned you points on balance, but lacks the wow factor you'll need to get a good creative point. 1/3

Balance:
Well. I think you've observed discussions over the tribal land problem these days. While I won't call tribal lands new mirrodin, the power these land present is not to be questioned. In my opinion tribal land will empower the whole tribal to a new level, leaving it a very solid card, but not necessary broken. We need to look at what it does still.
What's the lake's able to do?
1 - Not comes into play tapped
2 - A tribal booster
3 - Pay U, then Tap itself to tap target creature at any time, almost not removable and not counterable.
4 - From above, you could be lead to the conclusion that it don't has to be actually played in a merfolk deck. Imagine a land reads: "T: Add 1. U,T: Tap target creature." Is that going to happen?
5 - In a merfolk deck it basically turns all your merrows into tappers. When I was talking about merrows I would always like to use the Looter as an example. Now the looter is not only capable to filter cards but also a good tapper.
6 - This card is not legendary meaning that the effect stackable.
I think all above is enough to convince you that the card is overpoewred - Heck, even the #4 itself is enough for me to stick a big NO, since any control deck running blue will immediately running a playset of this land - I'd say most control decks will splash blue just to run the land! 2/10
F/C/Q:
Flavor - This card works like a dizzy spell on me. It's a secret lake where merrows live and play with the waterfall, from which they learn the trick to tripping enemies - everything's fine, I like this card...til I hit the flavor text.
I had to say the existance of your flavor text somewhat ruined the flavor, there are times leaving more space for imagination works better than writing everything out. That's what I learned from Sep Final - leave flavortext blank if you can't come up with something clear and good. 1/3

Balance:
As requested I'll consider your render as your card. Now, this card reads "3b/3r, conditional: 5 damage.". Good? Yes. Overpowered? Possible. Let's continue reading the card - A Goblin card. That means the card could be fetched by goblin tutors, the cost of this card is exactly the level goblin loves, and better yet, goblin reassembles the armor. I was about to complaining "Why 3B 5 damage", but then I realized that while this card IS strong in a black deck (2x2cc for 5damage yay. Just stick it to a creature they have to kill, which is not that hard in constructed, and extremely easy in limited), it's exceptionally superior in a goblin deck due to the fact that it's reuseable. And then there's siegegang commander.
Not as powerful as the merfolk tribal land, but still, this one would be a chasing rare. 3/10
F/C/Q:
Flavor - I laughed when I was looking your card. Masterpiece! 3/3
Creativity - This card feels like a combination of many minor things in the Magic Histroy, it looks so familiar, but you did it well that it's not a simple duplication of any existing card. Not the best piece I've seen, but not bad, either. 2/3
Quality - Mismatched text / render on the mana cost -0.5. "from play" is redundant (see: skullclamp) -0.25. Shall be worded as "sacrifice Boggart Bomb-armor. If you do, ..." -0.5. Missing rarity on the text card -0.25. 1.5/3

F/C/Q:
Flavor - Oh, she's hot I get almost all your ideas besides one: why paying life to empower elves? That has nothing to do with isolation in my opinion. Still a good job anyway. 2.5/3

-1 for serious wording wrong that will affect the performance of the card;

F/C/Q:
Flavor - Islandwalk - Check;
