Interesting. Reminds me a bit to Krovikan Whispers; a relatively cheap creature steal with massive drawback. On the flipside, however, seeing that the sacrifice happens depending on how much power the creature has, this can get a bit broken at 3 mana; Even in a free-for all game, it will take several rounds of placing charge counters, during which the stolen fatty may have wrecked everyone; imagine what happens in 1v1. Something needs change here somewhere, though I'm not sure what.

I feel like this needs "X can't be 0" or a similar sort of restriction on it, since as it stands you can just keep sacrificing zero Spirits to reanimate an Ornithopter ad infinitium. Seems like too simple a way to get infinite ETB/sacrifice/dies triggers.

My problem is mainly from a flavor perspective, as i don't see how the meticulous WB can allow a slave the hurt them that much, especially in case of high power. This seems to be made for those low cmc, high value critters out there nevertheless, which is not bad.
If want it to behave like this, i see no huge problem, though indestructible can get out of hand. Should you want to make it a bit more general answer to any kind of creature, i would suggest making it a 4cmc with a set amount of life loss per turn.
Nice design mechanicaly.

Templating suggestion of "3: Destroy ~. Any player may play this ability." Also, the phrase "controlled" specifically can only refer to permanents. You own things in exile.
That said, it's a pretty neat, albeit simple card. Could maybe do with a buff, maybe in the form of flash or scaling the cost (Cowed by Wisdom). And about the flavor text, its the azorius who have courts and lawyers thematically, not the orzhov. They had theo-political bureaucracy themes.

By itself, a decent anti-life gain card that also speeds up the game, although the removal condition is a bit odd, as you lose ember counter whenever any creature dies, yours or not, which is a bit silly. Maybe let the enchantment itself stock up the ember counter?

50 mana win-the-game sorcery- The question to ask here is if the cost is reduced by exiling those cards or by just counting them. I would propose the latter if you go for the 50cmc -> 10 win route. For example if you have 7 card in hand, 12 permanents and 13 card in the graveyard, that is 50-32=18 cost.
If you want to make it work by exiling things, thus reducing the chances of a second copy be cast, then the cmc has to be drastically lowered.

I'm not sure, but this may need to cost more. Being able to lock a specific converted mana cost of spells out of the game, even on a vulnerable creature, is pretty strong. Maybe it should cost 2CC for a 3/3 body or something.

The idea seems interesting, but I don't see the specific mention of the cleanup step as being necessary. The cleanup step isn't mentioned too much in the game as is.
Alternatively, you could have the ability trigger only during the first cleanup step of a given turn, and remove the restriction on the activated ability. I actually prefer this solution as opposed to getting rid of the cleanup step mention altogether.

Barrier seems like a decently fixed version of absorb. This card in particular isn't too interesting, other than as a proof-of-concept. I feel like a format with barrier would want a greater number of red ping effects. Cards like Goblin Arsonist, Kolaghan Aspirant and Sparkmage Apprentice.

I guess I'll be nice to check on Nehria first. Seems fine, although she could be insanely dangerous post-Wrath, as Wrath helps BOTH her ability-change cost. Probably ok as is, but this may need more testing.
The next Tibalt... I kinda think given his cheap casting cost, his first ability is too lethal; You could easily keep your board to a minimum while randomly nuking weenies left and right whenever needed. The rest of the abilities are mostly fine, though all in all, I'd rather he not cost a mere 2 mana.

Wily Remurmuring feels like it's waiting to be busted open, though I'm not sure how exactly. It makes any burn spell a losing proposition, especially in limited. Going to Lightning Strike your opponent for the last 3 points of damage and having this cast for X=4 or 5 would be the ultimate feel-bad. I think it could probably stand to be XXU or even XXUU just to be safe.

I was looking for "fair", but constructed playable, common removal in black. Not every deck would run this in constructed... but enough of them would, I think. No "anti-regeneration" clause means it's not foolproof removal, but good enough. The guy who sticks around is pretty good as well. I almost wanted to cost it at 4BB... but I'm not sure what decks would run that at that cost.
Hmmm... considering things like Nekrataal and that Evoke Terror from Lorwyn, this is too much for a mere 5 mana. Of course, I know the current power level may warrant it, but still, I think this needs to have higher cost or no deathtouch.... Again, current power level may disagree may disagree with me, but whatever; this card still screams "dangerous" to me.

The idea seems interesting, but I don't see the specific mention of the cleanup step as being necessary. The cleanup step isn't mentioned too much in the game as is.
Alternatively, you could have the ability trigger only during the first cleanup step of a given turn, and remove the restriction on the activated ability. I actually prefer this solution as opposed to getting rid of the cleanup step mention altogether.

The next Tibalt... I kinda think given his cheap casting cost, his first ability is too lethal; You could easily keep your board to a minimum while randomly nuking weenies left and right whenever needed. The rest of the abilities are mostly fine, though all in all, I'd rather he not cost a mere 2 mana.

I was looking for "fair", but constructed playable, common removal in black. Not every deck would run this in constructed... but enough of them would, I think. No "anti-regeneration" clause means it's not foolproof removal, but good enough. The guy who sticks around is pretty good as well. I almost wanted to cost it at 4BB... but I'm not sure what decks would run that at that cost.
