As a throwback to what might have been made in magic in 1993, yeah, this is a pretty standard derivation of what existed at the time.
In current magic this wouldn't be printed* because mono-green doesn't counter spells and doesn't destroy creatures or planeswalkers without somehow using creatures to do it. The philosophy of "colors can use their enemy's tools against them" has been phased out of design for decades at this point.
Before you even bother with "oh, colors shouldn't be limited blah blah blah", the color pie exists for a reason and past color pie breaks have regularly turned up in winning decks even when very inefficient, because it makes the color avoid a core weakness it usually doesn't have the tools to overcome. This is a basic game balance principal.
*Nor, for the record, would Red Elemental Blast or Blue Elemental Blast be printed as new cards since red doesn't counter spells and blue doesn't destroy permanents.

Countering a spell + destroying a permanent is too much. Countering an activated ability + destroying a specific noncreature/land permanent would be interesting.
If this ever comes full circle, I'd imagine black's would say "non-black" and would cost life.
Contrary to this, white's could do the same thing. In that case, black would just target green; but White's wouldn't cost life, obviously.
Its controller might gain some life instead.
In that case it would not be part of the cycle as it would be a completely different card...TBH those 2 original ones were a reference of Blue vs Red as enemy colors and We are fine with having only those two.
Green Black has had its bunch of Vs cards already so yeah
