Been working on a one-drop tribal deck and I'd love to have this one!
“Up to” means you can tap none and still exile the creature and you don’t specify that the creatures need to be untapped, either (meaning that you can tap already tapped creatures post-combat).
I think you mean “you may tap three untapped white creatures you control”. In any case, that’s the only way the card would ever see print.
Since this is a white creature itself, you'll effectively be tapping two (other) white creatures, and you do keep this creature, so the effect is quite powerful. Could be printed as is in a Modern Horizons like set, but I'd make the effect somewhat weaker. Maybe exile until this leaves the battlefield. Maybe exile only a creature with power 3 or more, idk.

The "this taps itself" thing is intentional. It's kind of like a Gallows at Willow Hill that's not on a stick. They do be mobbin' though! To compare to a recent card from Standard that doesn't make waves, Swallow Whole seems pretty similar, and this scales up in older formats where you can blink or recur this.
swallow whole is similar, however it only exiles tapped creatures, which is a pretty big restriction on a sorcery, since you can't get a straight trade this way.
If the restriction weren't there, or if it was an instant, it'd see a lot more play in standard, and even modern. It wouldn't be broken in the sense that you have to play it and never different removal instead, but it would be very powerful. And as you mentioned, swallow whole can't be blinked, and it isn't a human, and can't be brought back with lurrus.

The "this taps itself" thing is intentional. It's kind of like a Gallows at Willow Hill that's not on a stick. They do be mobbin' though! To compare to a recent card from Standard that doesn't make waves, Swallow Whole seems pretty similar, and this scales up in older formats where you can blink or recur this.
