So I was playing against the robot in Arena and for giggles I played a deck that had Oko thief of Crowns in it and I'm one of the few who actually misses him lol. So I've been thinking about what an Oko made for commander would look like. I wanted to pair him up with Garruk like he is at the beginning of the Eldraine story. Garruk has had a lot of Garruk Tribal support with Garruk, Cursed Huntsman and Garruk's Harbinger so I wanted to give an ability that would help with the planeswalker tribal support and I think having an ability that allows them to use their abilities at instant speed will help make them viable in commander as well. And they are a food commander lol it's just all of the things. It's just a sketch so any suggestions are welcome.

Legendary Planeswalker - Oko Garruk
+2: Up to one target creature and Oko and His Dog each become a 3/3 green Elk Creature until the beginning of your next turn.
-2: Up to one target creature you control fights a creature you don't control. If at least one of those creatures die this turn create a food token.
-5: Gain control of target permanent. You may sacrifice 5 food tokens if you do you control target player during their next turn.
Sacrifice a food token: Until end of turn target Oko or Garruk planeswalker can activate loyalty abilities any time you can cast an instant.
Oko and his Dog can be your commander.

Starting with a formatting note, you'll want the activated ability and the commander rule together so they'll be in the same "slot" of the planeswalker like how Rowan Kenrith is formatted. That's the only example of a planeswalker with 3 loyalty abilities and 2 non-loyalty texts.
You should switch the +1 and -1 abilities. Having the fight generate food means you are constantly able to feed his sacrifice ability for extra activations, which is about the strongest thing a planeswalker can do, so adding loyalty as well will quickly get out of hand.
The second ability just needs to be rephrased: Target creature and Oko and His Dog each become a 3/3 green Elk Creatures until the beginning of your next turn.
The third ability is very weak except in a dedicated Food deck where its ridiculously strong. If they don't have a planeswalker, its kind of a dud, so I'd make it grab any permanent.
Lastly, for commanders they try to design them so you cannot easily kill and recast the planeswalker by ultimating it after plussing a bunch. If you make the plus ability a +2 and the minus a -2, and start his loyalty at 2 or 4, you'll solve this.

I agree with your suggestions I'm just not sure where the can be your commander should be placed. Every can be your commander has it at the bottom, but all of the planeswalkers since War of the Spark that have a non loyalty ability have it at the top. Do you think the extra mode with the ultimate would make it fun to go ham with food in commander?

I'd just put both abilities at the bottom. Theoretically if you could print a frame with 5 abilities, the order you have would be great, but im going on the assumption that there is some space/font size constraint to doing that.
