I'm not certain how you would go about turning of cost reduction like that but I do know you can copy Trinisphere to get the same effect.

As for the design of the card. Why does it have flash? Having flash is going to cause a lot of problems for people trying to play this card because they are going to assume it functions in a way that it doesn't. There are situations where it works out correctly but most of the time I feel the caster of this card is going to feel cheated because their opponent explained how the card actually works.
Why don't you provide some insight into what you are trying to do then? Why is the wording suggested above different than your original wording in terms of functionality?
You also didn't address the issue of Flash. I only call this out because I too am curious as to why it has flash. It seems confusing.
That's not the same effect at all. I need the mechanics of the ability to remain the same. Your suggested changes changes the mechanics of it.
Your assuming it being flashed out will stop spells/abilities cast/activated before it because otherwise why does this need flash when the ability only works on the battlefield? Guess what?....it won’t stop since they’ve already been cast/activated.
