Counter target spell unless its controller taps all lands they control and empties their mana pool.
The idea here is that this is a counter meant to catch cheap spells drawn later that an opponent may not want to tap out for or at the very least it will limit the number of spells an opponent will cast that turn to one. Nice cheap spell you drew on turn 6. Would you like to tap out for it? I know 1 mana counter-anything is super dangerous territory, but I'm thinking this one just "might" be viable since it only asks the opponent to tap out for their spell and doesn't require them to pay a set amount of mana or be countered.
Power Sink needed to tap the lands and empty their mana pool. Your card doesn’t stop them from just floating mana in response and casting other spells.

Jiyor's point is well taken. I need to add and empty their mana pool to fully capture what I am going for which is basically a modified power sink effect which takes away the disadvantage of needing to pay X as part of the casting cost, but adds the disadvantage of an opponent being able to cast a spell regardless if they are just willing to tap all their lands to do so. It's meant to be a pretty situational counter. It's going to be at its best when a player has enough mana for two spells say a kill spell and a threat and they're going to have to settle for just one of them.
Freezing Point's wording is a different card than what I have designed. My design counters for a single mana unless an opponent is willing to tap all their lands. His design counters unconditionally if all their lands are tapped.
True it is a different design that way. The original design with Jiyor's addage helps this to somewhat achieve the goal you set up for that card. But as far as instant or abilities are concerned they can still tap and use the mana in response.
I think the original + jiyor design is not that strong so you don't have to fear it being overpowered, I think it will rarely counter anything but it gives you a bit of tempo so maybe playable.
Freezing points version could be a bit on the op side.

If you keep the original wording it they are already tapped out they can just pay the cost of tapping all the already tapped lands. Plus
