Is Serra Reborn a little over the top in terms of power level? I mean, Baneslayer Angel has been printed. I reduced power and toughness each by one, made it legendary and gave it Shroud instead of First Strike. Seemed okay to me.

Presence, this is on the weak side but not at the level of being bad, just not optimal.
Traumatic, this is indeed weaker than Hymn. However weaker than the most powerful discard spell ever printed isn't a significant bar. This is way too good.
Reflecting Stone, very good but not overpowered. Probably wouldn't be printed simply because 2 mana stones aren't done anymore. Maybe ETBT.
Nguvu, fairly reasonable. Only oppressive against unfair strategies.
Gillon, weak and uninteresting. Though it does feel oldschool in that it has abilities that people think work together but don't.
Dimur, quite strong yet still reasonable.
Serra, it feels wrong to not have vigilance. Otherwise seems fine.
Hama, omg bands is bad bands with is even worse. Just please don't use it.
Presence of the Wise Man is a lot worse than Phyrexian Arena. 1 is not worth 1 life per turn. But I would love to see this at UUU.
Traumatic Amnesia is bound to happen one day. Wrench Mind is not really that great and it's downside is relatively small. They are progressively improving discard spells with all the Mind Rot+ limited fodder, it's just a matter of time until they create this.
Reflecting Stone I like WotC decision to keep cheap ramp spells in green. The design space of CMC 1 ramp cards is very small. More emphasis on CMC 2 ramp spells is needed for diversity's sake, which means colorless ramp must be mostly 3 mana. 2 with a downside is not unreasonable but the downside here is a bit too small.
Nguvu, Ape Lord pretty cool. The two disjointed abilities feel old school (the all upside 5/5 for 5 does not). I guess the point is to have old school creatures with modern power level.
Gullom, the Sedge Beast. Avalanche Riders nemesis ? Hard to evaluate but feels safe.
Dimur, the Mind Stealer. My favorite of the bunch. I'm a Ravenous Rats lover (I try them in standard whenever they show up) and this feels like the upgrade rats really needs.
Hama, Leader of War. I'm an exception and feel like Band can be salvaged. I have a couple of custom mechanics that are band-like and people apparently enjoy then. The feeling of your creatures fighting as one is awesome and what the game needs to keep token/wide decks more interesting instead of relying on crazy ass speed. Nothing wrong with that, it's just that it's a bit limited in scope.
Based on them, I would do the following modifications:
- Reflecting Stone: ETBT
- Serra Reborn: change the name to something without Serra, so that it doesn‘t feel like it should have vigilance.
- Presence of the Wise Man: Change the Mana Cost from 2UU to 3U (Honden of Seeing winds indicates that it’s okay for such a card to only have one blue in its mana cost).
Maybe even the following would be doable (in a set with a Legends theme):

You cannot cast non-legendary creatures.
But I would be grateful for a little feedback, whether the following is of reasonable power level or way too good:

Considering that the community considered the version for 2UU without the drawback as completely okay, even rather bad (see the above posts), I would think that the casting cost of 1UU with the drawback might be allright. Or am I wrong and it is way too strong?
