This card is designed for the RW Warrior tribal deck.
Aggressive MinerR
Creature - Dwarf Warrior
Menace, haste
Whenever ~ attacks, any player may sacrifice a land. If a player does, tap ~ and remove it from combat.
Whenever a land card is put into a graveyard from anywhere, create a Treasure token.
2/2
Aggressive Miner is of course a reference to Aggressive Mining, but rather than simply be Mining in creature form, the Miner is designed to synergize with Mining while also serving as one of those cheap red aggro creatures with drawbacks.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
This seems significantly under-costed, as its additional effect isn't really a drawback most of the time. It's either a really aggressive and hard-to-block creature, or it helps provide a lock to allow you to close out the game once your opponent is at low health. I'd up it's CMC to at least 3, or to RR and drop the haste or the menace
That drawback is laughable even if you take away half of the power and abilities on this card. So this is bad once your opponent has the leftover land to sacrifice and virtually "chump block"? Well, this is exactly the kind of card you put into a deck that wants to have won by that point anyway.
Discarding land from hand, maybe, but sacrificing a land can easily be what they like to call a Time Walk.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.
[thread=239793][Game] Level Up - Creature[/thread]
Ignoring the last ability, this card is already on par with goblin guide (the best red 1 drop ever). The drawback is much weaker at early game but much worse latet on... Yeah this is probably better then GG.
Now, the third ability alone is completely utterly btoken. Dtedge + mill spells + looting spells means unlimited mana as early as turn 2 (modern) or turn 1 (legacy).
I mean, I guess he could just be Aggressive Mining as a creature? But that doesn't really fit the "Aggressive" part here.

Something that's somewhat toned down (maybe toned down too far) while retaining the flavor would be:
Aggressive Miner 2R
Creature - Dwarf Warrior
Whenever ~ deals combat damage to a player, you may choose to destroy a land controlled by that player instead.
Whenever a land card is put into a graveyard from the battlefield, create a Treasure token.
2/2
Well, the RW deck does already have a 1 drop in the form of Goblin Gaveleer, so I guess the Miner can fill a different cmc slot.

Finally a good white villain quote: "So, do I ever re-evaluate my life choices? Never, because I know what I'm doing is a righteous cause."
