These are legends I've designed for a prospective Commander 2020 with a tribal theme. The colors and tribes are UB Rogues, RW Warriors, WBG Elves, and GUR Elementals. Each legend features the return of Eminence, but this time, the Eminence abilities are focused on granting keywords to creatures you control of the appropriate type. The legend in question also has that keyword.

Legendary Creature - Human Rogue Eminence - As long as ~ is in the command zone or on the battlefield, other Rogues you control have skulk.
Skulk, hexproof
Whenever a Rogue you control deals combat damage to a player, exile the top card of that player's library face down. You may look at and play that card for as long as it remains exiled.

Convoke and the use of "other Elf creature spells" makes this less problematic than the version granting mana abilities. I'd shorten it to "other Elf spells" though.

Cascade is pure card advantage and too free on eminence. Once again I'd skip the "creature" in "Elemental creature spells".

The thief should maybe have the "spend mana as though it were mana of any type" clause. Although then you're pushing the limit on text space. It could be fun to build around that by needing to include a lot of "mana of any color" sources, though. There's also a definite advantage simply to exiling things facedown, since then players will never be certain what they've lost from their deck.
Battle cry on all warriors is very abusable. You might try "nontoken warriors" or just "whenever a nontoken warrior you control attacks, creatures you control get +1/+0 until end of turn." Something along those lines.
The elf is my favorite of these. Works very well on every level, and avoids being overpowered since elves are usually mana dorks anyways. I will second that it could just be "elf spells" and not "elf creature spells".
The Stormsire is way busted. Firstly, cascade shouldn't go on anything below 3 CMC becausecertaincardsexist. Second, even without those problem cards, that's still way too much card advantage for free from the command zone where it can never be dealt with, in colors that already include both blue and green. Overall that's a total rework on the eminence ability.
On a side note for The Stormsire; I get that the X is there for cascade, but it should probably also factor in to its text box in some way so that the card feels more streamlined and intuitive.
Okay, since some of the existing Eminence legends only affect one creature at a time, how about making the Battle cry a single target effect?

I'm still interested in trying Cascade on a GUR Elemental legend, but for the Eminence legend, how about Evoke:

Elves don't currently have any good commanders for WBG. The closest they have is Kethis, the Hidden Hand. And it would be kinda nice to see an Elf tribal deck that isn't just monogreen or BG.
GUR Elementals, that's a tougher case as we now have Animar, Maelstrom Wanderer, and Omnath. But I don't know a better tribe for GUR than Elementals (Maro feels Dinosaurs lean GUR, but we need a world with more blue Dinosaurs for a GUR Dinosaur Commander deck to happen). It's like when they made the UBR Wizards deck in C17; we already had Jeleva, Nekusar, and Marchesa, but Inalla, Kess, and Mairsil gave us new options, and Mairsil gave us a card for a character from way, way back when.

There are 34 black Elves, of which 15 are monoblack (two of which tap for G), 17 are BG (2 hybrid, 15 multicolor), 1 is WBG, and 1 is BGU.
And just in case anyone's curious about blue and red:
There are 15 blue Elves, of which 14 are GU (1 hybrid, 13 multicolor) and 1 is BGU.
There are 13 red Elves, of which 9 are RG multicolor and 4 are RGW (1with R/W hybrid).

Otherwise chill, sit back and go with what you have. WotC may eventually print a BWG elf for you, but not likely and they will never do it in an EDH set.

Maro himself has said that Dinosaurs are probably secondary in blue and red. Them being in white was an Ixalan thing as some are domesticated.
