Miracle's main problem in Avacyn Restored was that when drawing cards, players instinctively put cards straight into their hands without looking at them first, which could easily lead to misplays and cheating. But, what if Miracle instead triggered off being revealed? Then AVR could have had lots of "reveal the top card of your library" effects to support Miracle much like how SOI had lots of discard costs to support Madness.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
A-B mechanics only work when the enabler is something desirable without the outled, otherwise things get too linear and in this case parasitic.
Madness work because discarding cards to fuel abilities or as part of looting are cool anyway. Same goes for lifegain themes.
Revealing cards from top of your library is not something you want to do (as a designer), thus a bad candidate for an A-B. Even milling which is marginally good still was too circustantial and thus digest ended up failing horribly.
Does this trigger only if it is the top card of your library as it gets revealed, or also from e. g. as second card from Satyr Wayfinder? I assume it triggers when revealed as first card from Satyr Wayfinder.
Effects that reveal a card often do something with the card - and sometimes put them in a random position on e. g. the bottom of your library. Since a triggered ability only enters the stack after the revealing effect has entirely resolved you won't always know where the card with miracle is by the time the trigger resolves - even shuffling your library in response to the triggered ability going to the stack will cause such a problem. How do you suggest handling this problem that every single triggered ability from a nonpublic zone has?
I once put miracle and clash together, so if this can be made to work logistically in the first place I'd suggest testing whether it is fun with the existing clash cards - though revealing a card from your opponent's library may be a liability there.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

I don't think this "fix"es anything, if we're using a definition of "fix" that means "solve the problems of the status quo and fail to introduce worse problems."
