Goblin Adept - Uncommon is the right place for this. Feels very Core. Instant-speed nigh-uncounterable "creatures can't block" seems like it would lead to blowouts, but as-is it is mostly a Limited tool.
Goblin Cutthroat - Very amusing. I disagree that this needs to be 3 CMC (that would frankly be pretty awful) and even that it needs to be blue. I'd just hope there were not a bunch of Goblins with strong ETB abilities in the Standard this went into. Better put four in the sideboard for the mirror!
Goblin Rabble - Rebirth is very much like embalm, although I know you were using it years before embalm was created. Very neat design although 1/1 feels small for something named a "Rabble" - maybe reflavor as some sort of Shaman.
Goblinn Swindler - Sure. Could even be 2/2 given how much it potentially benefits opponents.
