Odiberr is extremely narrow for a commander, given that it needs both opposing artifacts/enchantments and a means to remove them. Those permanent types are common enough for it to be in the 99, but it needs an artifact/enchantment-heavy opponent or Liquidmetal Coating to work as a commander with any sort of consistency.
Impling's payoff is pretty lame given that your opponents have already lost 30 or more life between them by the time it starts working. That after dishing out all that punishment all you get is another form of life loss that is more effective against opponents with lots of life is underwhelming.
The Cleanser's fine. But, Ashenbraids isn't because the creature transforms into a werebeast from its unaffected state. To date, all werewolves have been Human//Human Werewolf. I doubt WotC'll change werebeasts from a subspecies.
A note on Ashenbraids: the "or more" wording will only apply when someone uses a spell that transforms multiple cards at once. Any cards transforming due to their own effects are going to occur one at a time, so if you control 3 other werewolves that transform on your upkeep - even transforming into human form - you'll end up gaining 3 experience counters.
Also, it's transformed effect should be an end-phase timing, or it will (almost) never do anything. As written:
At the beginning of each player's upkeep, Ashenbraids deals damage equal to the number of experience counters you have to each opponent that has cast two or more spells this turn.
It counts the spells this turn. Right as the turn starts.
Zul seems a bit too focused - you get experience by countering spells, and the reward is being able to counter spells? All the other experience commanders give you a reward that allows you to progress the game. This just eventually grinds the game to a halt.

Ashenbraids: I noticed when transformed, you can not gain additional experience. Just curious, how broken is it if the experience ability is on both sides? I’m assuming “very” but would like to know what the data holds.
Impling looks fun. I could make a deck around that today if I wanted. I don’t see it as under or overpowered.
Zul needs help. Compared to Mundungu or Time Elemental there is not enough juice for a two colored 1/1.
I would try removing the tap cost, straight bounce the permanent, and have the experience counters be how many times you are allowed to do it each turn.
If that seems too powerful, keep the “unless they pay #” clause.

Fixed both issues tell me how are they now.

Eldritch Moon Werewolves are not human at all though see Conduit of Storms // Conduit of Emrakul for references.
