Mechanics
Devour is Jund’s home mechanic, and green is the second most common color for proliferate as of War of the Spark. Both BR and BG are known for its affinity with -1/-1 counter. There are currently seventeen creatures with Devour ability, so it’s on the minor side unless you copy/reanimate them. Even without devour, you could drop -1/-1 counters on opponents’ creatures by proliferating on the side (fourteen cards within Jund).
Stacks wise, proliferate triggers before devour’s +1/+1 counters in first ability, so Xyzis devouring one creature would allow it to enter the battlefield with two +1/+1, not three.
Decks
As mentioned above, Jund has no lack of -1/-1 counter synergy on its own. One could also go superfriend, sacrifice theme, zombie/dragon tribal, and/or +1/+1 route with Xyzis as well.

Weakness
The proliferate -> -1/-1 counter trigger is mandatory, which might end up harming your own creatures unprepared. Xyzis is small for its cost without devouring something.

You have misunderstood how these abilities stack. Both of them will trigger after the event they are looking for occurs. So you will proliferate after something is devoured allowing you to up the devour counters and you will give minus after you proliferate giving out only one counter.
It is not possible to achieve what you think happens. At least not without some very strange and confusing wording.

I think a replacement effect instead of triggering on proliferating would do the trick. Or just leave it as-is; giving one -1/-1 counter every time is still good.

Devout and proliferate is actually a really nice combination of abilities since a single devoured creature makes a card eligible for benefits from proliferate like a mass-feeding of carrion hunters. Proliferating is a grant ability for a devour-ability lord. That part of the card is well done.
An obligatory warning against putting mechanics featuring +1/+1 counters and -1/-1 counters together on the same card. This is doing well by designing the card in such a way it cannot place both types on itself, but especially with proliferate the distinct counter annihilation rules matter. I'd think twice about using this the way it is.
I personally wouldnn't mind "Whenever you proliferate, you may remove a counter from a permanent or player."
Indeed no triggered ability takes effect or even goes on the stack until the triggering event has occurred, so this will e. g. always get to proliferate its own counters from devouring. I don't think that's necessarily a bug. Reminder text like "(The devouring creature gets its counters before you proliferate.)" may be in order is you feel that the interaction is missed too easily.
