For a return to Kaladesh, I thought it'd be neat to get a new tweak on Equipment that attaches to Vehicles and artifact creatures, called Parts. Parts have a keyword called Modify, which works like Equip but has you attach the part to either a Vehicle or an artifact creature you control.
Note that the following isn't a cycle per se. Colored artifacts are going to become more common in the game, so there could be other colored Parts besides these.

Since the rules text can (and does) cover whether or not it’s an artifact creature, why not just allow it to be attached to any artifact?
You want to attach turbo jets and tread wheels to a Sol Ring? Because of their Equipment-like nature, I limit Parts to artifact creatures and artifacts with the built-in capacity to become creatures. It's to create the feel of customizing robots and vehicles.

I like this a lot. It's very on-brand for Kaladesh and seems really fun to build around.
I do agree that it should be attachable to any artifact though. Maybe non-Part artifacts? That at least opens up a lot of design space without keeping you from giving bonuses to creatures.
Problem is, attaching Parts to noncreature, non-Vehicle artifacts doesn't do anything most of the time. You attach Wings to a Sol Ring; now what? Unless you have some way of turning that Sol Ring into a creature, it accomplishes nothing. I get there's appeal behind the simple notion of "Equipment for artifacts", and that's worth exploring. But, Parts specifically are supposed to feel like machine parts that you'd use to customize, say, a car or a robot. Get that engineer flavor across, you know?
I guess Parts could be *ahem* part of a broader category of artifacts designed to attach to other artifacts. Most of the time, that would entail adding activated abilities, or abilities that trigger whenever you activate the modified artifact. Parts could also turn noncreature, non-Vehicle artifacts into artifact creatures. Attaching wings to a Sol Ring somehow makes it a 2/2 artifact creature with flying, for example. Using the wings, I'll try a second pass:

I don't really think these need the "as long as modified artifact is a creature" verbiage since the vast majority of them are meaningless when that statement isn't true. It just wastes space on a textbox that's already going to be crowded by the modify text and "Modified artifact has, ""
Well what does it mean if a Vehicle that isn't a creature gets +2/+2 and has flying? We have to word the text such that it doesn't override a modified Vehicle's power and toughness. Adding a pair of Wings to a Demolition Stomper shouldn't turn it from a 10/7 to a 2/2, it should turn it into a 12/9.

Well what does it mean if a Vehicle that isn't a creature gets +2/+2 and has flying?
Nothing, same as putting +1/+1 counters on noncreature permanents. The wording you used, though, does clear up potential confusion, which is why all of the vehicle buffs in Kaladesh block also make the vehicle a creature or specify that the vehicle has to be a creature.
Another option could be specifying a range of targets for the Modify ability, like so:

At this point, should these be called Modifications instead of Parts? Equipment = Equip, Fortification = Fortify, Modification = Modify? I do like that idea. Modifications that function as machine parts could be Modification Parts.

While it might seem odd at first why not go the route auras use, with Modify X as their first line of text. Then you can drop all of the if this is attached to X...
I too would like these to be attachable to any artifact. Yes, many of the effects would do nothing when attached to a noncreature artifact, but there are more than a few artifacts that animate themselves that are not vehicles, and being able to play with those too in the broader game is an appealing feature. I would love to give my Haunted Plate Mail +2/+2 and flying and leave it there for quick animation later.

The intervening "As long as" prevents the modification from doing anything at all if attached to a noncreature. This clause is not actually necessary for this card, giving either +2/+2 or flying to a noncreature artifact has no effect, since both of those things are defined in the rules as only being applicable to creatures. It does serve as an easy reminder to players that the Modification does not animate the artifact, that you would have to do that some other way, and in the case of an effect that could be applied to a noncreature artifact, the intervening clause provides the option to lock it to only creatures, or to only noncreatures, to only equipments, or have a single modification that has different attributes depending on what the thing it's attached to is at any given time.
This idea is a whole new branch of magic, I really can't believe that I've never seen or thought of equipment for artifacts before, especially given that there are Fortifications pointing out how the concept can be pivoted to any permanent type.
Alright, simple works best. But I'd still include a non-Modification clause in there to prevent complex layering issues like attaching Lights to Wings then attaching Wings to a Vehicle.

You seem to misunderstand the issue there. The text is meant for Vehicles that change states between being creature and noncreature regularly. And it's not strictly necessary, but serves mostly to drive home the point to players that might be not all that firm in the rules as far as I can tell.

Nothing, same as putting +1/+1 counters on noncreature permanents. The wording you used, though, does clear up potential confusion, which is why all of the vehicle buffs in Kaladesh block also make the vehicle a creature or specify that the vehicle has to be a creature.

At this point, should these be called Modifications instead of Parts? Equipment = Equip, Fortification = Fortify, Modification = Modify? I do like that idea. Modifications that function as machine parts could be Modification Parts.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

The intervening "As long as" prevents the modification from doing anything at all if attached to a noncreature. This clause is not actually necessary for this card, giving either +2/+2 or flying to a noncreature artifact has no effect, since both of those things are defined in the rules as only being applicable to creatures. It does serve as an easy reminder to players that the Modification does not animate the artifact, that you would have to do that some other way, and in the case of an effect that could be applied to a noncreature artifact, the intervening clause provides the option to lock it to only creatures, or to only noncreatures, to only equipments, or have a single modification that has different attributes depending on what the thing it's attached to is at any given time.
This idea is a whole new branch of magic, I really can't believe that I've never seen or thought of equipment for artifacts before, especially given that there are Fortifications pointing out how the concept can be pivoted to any permanent type.

I think its a nice concept and you should totally have a look at how it's been mplemented before.
You seem to misunderstand the issue there. The text is meant for Vehicles that change states between being creature and noncreature regularly. And it's not strictly necessary, but serves mostly to drive home the point to players that might be not all that firm in the rules as far as I can tell.
