This is a cycle of Equipment that each grant a mana-tappping ability to the equipped creature and reward you for casting spells of the proper color by untapping the equipped creature, giving it +1/+1 until end of turn, and giving it an on-color keyword until end of turn. This allows the equipped creature to tap for mana and attack or block in the same turn. I brainstormed this cycle while typing a reply in Legend's Equipment Mana Rocks topic.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Having both the manaaability AND the untap ability on one card is a setup to brokenness. The low CMC on top of that makes it a prime candidate for storming off. There was a Blistercoil Weird+Paradise Mantle deck around. This just gathers it all into one card which I believe risks being incredibly broken.

Yeah, the biggest concern for me here would absolutely be infinite combos. However, 1 and 1 is still too low a cost to grant creatures the ability to effectively tap for WW (although, asterisk, you can't spend it on the same spell, etc).
Another option: What if the untap effect requires mana payment?

That would make it a mana filterer that filters into mana you probably already have since you just cast a spell of that colour.
I would keep the "prowess" trigger without a manacost to it but making the untap cost mana.
Cheap untaps are still inredibly scary though. Jeskai Ascendancy had its fair share of combodecks, and that was 3 different coloured mana. I've done my fair share of broken things with Thornbite Staff and Krenko, Mob Boss orAvatar of Woe. And thornbite is a 6 mana investment that needa a way to kill things.
I still think it is too cheaply costed for a potentially too strong of an effect. But that also depends heavily on what kind of cards it will get to play with. Getting to play a combat trick and untap one of your dudes to block isn't something incredibly broken. Getting to untap Arcanis the Omnipotent for one generic mana is probably too much.

Problem with that design is the two halves pull in different directions.
I guess they could simply grant the mana tap ability. I just thought it'd be nice if they each had a slightly different benefit to help them stand apart, not to mention maybe not look as bad next to Paradise Mantle. But maybe the Mantle was too good? It did debut in Mirrodin block after all.
