I think the cost and P/T should be fair, right? Since the fight isn't optional, a single piranha will probably at best take a weenie or token down with it.
Perhaps it could have a Pack Rat-esque activated ability to make copies of itself instead of the multikicker?
Costwise, I'd make the Multikicker use hybrid (G/U)(G/U) instead of the current value, just so that you can pump it without having the absolute perfect mix of mana.
I think the fight trigger is a problem. Copies that make copies will snowball, and the fight trigger will always net gain more pirhanas unless the opponent is playing very high toughness creatures with at least 2 power.
You should make the second ability be either one or the other, but not both copy and fight together.
There also is a game stalling loop if they have a crafty cutpurse, but thats a very corner case.
I'd simplify it. Restrict the copy tokens to Multikicker, and make the triggered ability purely a fight effect. Also I'd make the Piranhas 1/1, otherwise they could get oppressive fast.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Otherwise this just does strange things as soon as your opponent is also playing them.

As noted in the OP now, I wonder if designing it similarly to Pack Rat might work better.
