An idea for a ninja planeswalker. From Kamigawa? Possibly, but not necessarily.

Kasumi is fairly straightforward. Her first ability taps down creatures, which her second ability can destroy on subsequent turns. Her ultimate has her become a Ninja creature with deathtouch, menace, and hexproof, meaning your opponent can't target her and they really don't want to block her. This in turn allows Kasumi to play well with Ninjutsu.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Even with that evasion, Kasumi's creature version still doesn't address the "double damage" issue with animating planeswalkers, in which damage to the creature will incur loyalty loss. The two ways that this has been addressed are either Gideon's damage prevention (which has more to do with stopping loyalty loss than flavorfully depicting Gideon's physical toughness, which is the role of his indestructibility) or making the creature version not be a planeswalker, a la Sarkhan the Dragonspeaker. Without damage prevention, you would need reminder text that Kasumi either still loses loyalty when taking damage or doesn't lose loyalty due to not being a planeswalker, depending on the route you take.

I considered giving her the Quietus Spike ability as part of her ultimate, but that would greatly incentivize blocking her, when the idea is to discourage blocking her.

Menace is fine here, but “Can’t he blocked” seems more Ninja-like imo and plays all the better with Ninjutsu. Plus it better better balance of abilities in that it would represent both (U/B) vs menace being just B.
To be fair, hexproof already represents blue. And making her outright unblockable makes her planeswalker mode basically untouchable save for wrath effects, whereas Gideon and Sarkhan can at least be blocked. I'll try a different angle, though:

See, I have the idea that UB could have an effect that replaces death with retreat, inspired by Mortus Strider (which granted waits until the creature dies, but similar enough effect). So, the opponent is free to use destroy spells on her, but she'll just return to her owner's hand. If they choose to attack her on their own turn, they stand a better chance of getting rid of her.

Pretty neat. Really liked the tap ability + menace but I agree that neat interaction is probably better in another place. Middle ability should probably be -3. This looks a bit too oppressive.

Which felt imbalanced to me when it didn’t need to be.
