In what sense do you mean "does it work"? The card has no inherent wording or rules problems. Execution-wise, that might be a different story - people might be too reminded of Archangel's Light.
The fact that this card puts your Time Spiral and expropriate type cards back where they can be cast would really set this card aside and give it a place in commander. Of course, it might dump those cards into your graveyard by accident, making them a bit harder to access... plus 8 mana is nothing to sneeze at. Only approaches broken with Narset, from what I can tell.
If mass un-exiling ever becomes a thing, i think that this is how it would be done. Nice work.
It works—but it's probably not what you're looking for.
It can set you back to 20 most of the time, but you have to win the game immediately after, or you'll deck yourself a few turns later. It's still very dependent on the board-state because of this, and thus isn't really complimentary to your game-state in any dynamic way. There isn't enough gravity in the interaction, in that it helps you, but not in an independent way. And not in a way that compliments, or covers other vulnerabilities, inadequacies, or short-comings. Ideally, this is what you want interactions to do, and how you want them to tinker with the game-state (board position, resource potential, dynamic exchange). I realize you were looking for some immense Sway of the Stars effect centered around life gain—and it's definitely possible to do something like that—but you'll need to tinker with the interactivity here a bit until it's more dynamic and self-sufficient.
