(Was wondering if it could have a non-exert tap ability for colorless. Would that be too good or too complex? It would still be comparable complexity to Oasis Ritualist, which also has one non exert mana ability and one exert mana ability.)
IMHO that's totally fine. There are two allied color cycles like that already at Uncommon, one in Tempest (Mogg Hollows, etc) and one from Champions of Kamigawa (Cloudcrest Lake, etc). They haven't seen much use outside of, for me at least, Commander decks where I'm lazy about finding better duals.

The point of a pauper legal dual that enters untapped (by some condition) is to allow pauper decks to operate quickly - to be able to play a dual and then cast a spell with the mana it provides that same turn. This ... only enters untapped if you don’t have any spells in hand to cast? That defeats the point. It would usually be a Woodland Stream, and when it isn’t you wouldn’t have a spell to cast.

Hurts any deck trying to play it early, regardless of strategy. Doesn't aid graveyard strategies, doesn't aid landfall as it can't come into play without exiling a land. Lategame could be bad for aggro decks that are empty handed. Wouldn't hurt control late game as their hands always have cards.
Either that or a straight up 2 color Ziggurat. Only usuable to cast creature spells. Allied and enemy color pairs. (Only problem here is Spellstutter Sprite which is essentially a counterspell.) Maybe tack on creature spells WITHOUT Flash.
Pauper then needs a true man-land.
Pauper then needs a land that when tapped makes the creature spell uncounterable.

The sacrifice part. If I make it a colorless permanent, then zero mana artifacts allow free mana too soon. The same concern about mimicking Survivors' Encampment because there are Thopters.
But, it's so close to filter lands that I doubt that this could be a common.
Undiscovered Tundra (Undiscovered Paradise + Glimmervoid)
Land
At the beginnig of your end step, if you don't control a white or blue permanent, return this to its owner's hand. T: Add W or U.
I think it's too strong for common.
Another way around: mimic Lairs from Planeshift. It's strictly worse than Glacial Fortress.
