Does anyone know when Wizards ditched their ‘A counter spell with no downsides has to include at least UU in the casting cost’-philosophy?
I would argue that the policy is still in place. There are only three drawback-less, unrestricted hard counters in the game without UU (Fall of the Gavel, Psychic Strike, and Ionize), all of which are multicolored cards from a Ravnica set. I guess it hasn't been a ironclad rule since RTR, but they didn't ditch it so much as soften the requirements for weaker multicolored spells.

This changed years ago when multicolor cards became regular. Which is why it seems like it was abandoned. The rule is now hard counters have to have CC in their cost.
While that technically works it feels too much like a mono blue card. There isn't a lot of abilities that white could stick onto a Cancel other than life gain that don't feel literally tacked on. Render Silent and Absorb due the easiest other options are as you said tapping but not locking, and creating a 1/1 or putting a counter.

Huh. I did not notice Karona, False God's shadow on that card's art before, though I guess I don't know enough about Scourge block's story. While the top half is the flashy one, something tells me that the cycle trigger was used way more often in standard.

Once upon a time, off-color activations were novel, although technically there had been some in Alliances and Mirage. This card would still be potent in Limited; I think it was one of Azorius's better common creatures in RTR Draft.

When are both parts of this card going to pay off simultaneously? Probably maximized when you attack and defender responds after blocking by attempting to target a creature of yours. |Reading it again and it prevents damage to all creatures so you would still lose out in the scenario I mentioned.

I'd put money on elves being the best tribe for this effect. Coupled with the right pieces PoT pivots a game around itself.
Being improved by all elves at a table makes me think that humans may be a more consistent tribe to benefit from opponents.

The black here is indeed trespassing, but I would have seen something like this then:

Once upon a time, off-color activations were novel, although technically there had been some in Alliances and Mirage. This card would still be potent in Limited; I think it was one of Azorius's better common creatures in RTR Draft.

When are both parts of this card going to pay off simultaneously? Probably maximized when you attack and defender responds after blocking by attempting to target a creature of yours. |Reading it again and it prevents damage to all creatures so you would still lose out in the scenario I mentioned.

I'd put money on elves being the best tribe for this effect. Coupled with the right pieces PoT pivots a game around itself.
Being improved by all elves at a table makes me think that humans may be a more consistent tribe to benefit from opponents.
