The idea here being that everyone gets a handful of candy and then plays in a tournament, and maybe gets more candy after each game or something.
I wonder if costume could be the reverse: "At any time, you may exile this creature card from your hand and pay its mana cost to have any creature become a copy of it." Possibly with a "You may pay 2 to end this effect and return this card from exile to your hand" or something.
I also wonder if trick or treat should have a number attached. Seems unsatisfying to have an expensive spell's effect reduced to you getting only one candy.

No, to eat something means to put it in your mouth without having it have been there first. The eating/eat distinction is like attacking, attack.
