Hey there. I was working on a homebrew set and wanted to experiment with design space that literally doesn't exist in magic.
While cards let you copy spells and permanents can become copies of permanents, I wanted to make a spell that becomes a copy of a spell... which ran into some unintuitive hiccups. Here is what I came up with.
New Clone
Creature- shapeshifter (R)
Flash
When you cast New Clone, it becomes a copy of target spell (You may not select new modes or targets for this spell. If one or more targets would be illegal, counter this spell. If the target is an instant or sorcery spell, put this card into its owner's graveyard as it resolves).

So... yeah. The odd thing about a spell becoming another spell is that it would lose all of its own text... including text allowing it to choose new targets. This would create oddness when copying something like raise dead as the spell can only target cards in your graveyard but the target would be in an opponent's graveyard.
Yeah... This card was intended to be an oddity prodding at the edge of what mtg can do (similar to Timestop from Kamigawa). Even so, I want to know if this card functions as intended from a rules perspective?
There's no real issues with it off the top of my head. While it looks weird it's not particularly different as it functions the same as cards like Reverberate for instant/sorceries and copying permanent spells just makes that permanent when it comes into play.
Losing text that would allow it to change targets isn't a problem as long as its all part of the same ability, losing the ability mid resolution wouldn't have you stop resolving the ability. So you can keep the choose new targets.
Can we get some confirmation on this? I would love to add in that line and cut out a ton of reminder text.
It's true a triggered or activated ability is an independent object of its source once you put it onto the stack e. g. cascade resolves even if the original spell gets countered. Same is true for all the "When you cast ~" triggered abilities of th major Eldrazi. The text of the ability is locked in at the time the ability is put on the stack.
The only connection remaining is that the ability remebers which spell to change into a copy.
There are some potential issues with this copying nonpermanent spells and then being treated as an instant/sorcery spell (and the expectation that, if it's tied to a card at all, that the card is an instant/sorcery), though I cannot come up with a specific card. Is there a card that exiles spells and then tries to cast copies of that spell from exile?

It would have to exile an instant or sorcery spell actually. The card is its printed type while in the graveyard, but may copy a spell that's an instant or sorcery while on the stack. Maybe a card like that doesn't exist yet.
