Lynch - You forgot to finish a sentence there. I'm assuming you were going for the Training Grounds clause, which is wise. The activated ability here seems a bit underwhelming on a five-mana legend considering Mercenary Informer/Rebel Informer. Could even target any number of cards in the 'yard a la Footbottom Feast for the other end of the library.
Tirif White and Black - The flavor here is certainly odd - these ARE supposed to be two different versions of the same person, right? Why is one a Human and the other a Shade, and why does one have one colored mana requirement and the other three? That's also not what lieutenant means; I'd drop the ability word because the "real" version only cares that you control one commander (CR 702.123e for how it works with partner). I appreciate that using them as partners does have a drawback of making their abilities more difficult to use, but I don't think the flavor quite works with that being the case. The whole mixing +1/+1 and -1/-1 counters thing isn't done in booster expansions but it's fine in Commander precon products.
Bounty Reap - I'm surprised this card does not exist (minus the Merc tribal); given Fruit of the First Tree and Dead Man's Chest I feel this card could cost 1 less and be nowhere near OP.
Quarter's Standard - Quarter as in the concept of giving quarter, like taking prisoners of war rather than just killing everyone? That somehow doesn't feel like it fits the effect. The said effect - the en-Kor thing - is certainly a fine thing to put on an Equipment.
Knife of Collection - This is really quite poor, isn't it? Mostly that ability is going to be considerably worse than lifelink. At least it could also make the killed creature's controller lose life equal to its toughness as well.

Well both informers work with the Rebels and mercenaries on the battlefield while Lynch works with the ones in the Graveyard, that's a difference. Also true I forgot to write that sentence...silly me.

I knew I might need flavor text or some kind of Clarification for this one, WHITE Tirif is the real deal, the man with a Dream of Freedom and leader of some rebel group, etc. BLACK Tirif is a Clone Born from the Shadow of the real Tirif, but that assumed WHITE Tirif's identity to make work of all those things WHITE Tirif cant or wont do himself. They coexist in the world at the same time though. About the lieutenant part, you are right, it felt iffy if written that way, so I may reword it as the oriinal template where you require the partners togheter to have the complete effect online.

uh no I was meaning like a banner or poster in the place where the rebels has their meetings...like ghost quarter. I should rename this card to something that means which it is suppoused to be

Oh I forgot the deathtouch granting ability on this one too...that's why it seems so weak my bad.
There's alsoLin Sivvi, Defiant Hero, who doesn't have to tap to use her ability and is cheaper to cast than Lynch. I like his concept quite a lot but I'd just tweak his abilities.
Tirif's flavor, put that way, makes a bit more sense. The "partner's lieutenant" revision works well enough.
"Quarter's Standard" --> "Standard of the Quarter". If "The Quarter" is known as the Rebels' meeting place in your lore then this name makes sense.
