So I was messing around today and found an image on google that i liked. While it was meant for image reference for DnD I decided I will also use it for an MTG card and I love Dragons. I had wanted to build a Dragon EDH deck for years and never could as the only 5-color legend for dragons was Scion and he didn't strike me as fun. (too combo oriented)
A Dragon with no wings that lives in the sea is just a Serpent or Leviathan, I think.
Haste should not be in monoblue even on a "Hellkite." The only real reason to print a blue card with haste that isn't also black, red, or green is with something like Bonded Fetch.
Obviously this would have to be printed in an environment where landwalk were back. Most likely, the islandwalk clause is trinket text. By and large the creature is unblockable, which is fine considering it's eight mana.
The drawback is even less relevant, and randomly dying to mass LD is extremely feel-bad. Is it meant to prevent reanimator abuse? If so, reanimator decks laugh at a mere unblockable hasty 7/7. If it's meant to be trinket text as well, fair play, but also keep in mind it takes up a lot of space, particularly considering it would say "...no Islands on the battlefield..." on a real card.
Other than not being mono blue due to haste and a ton of trinket text that makes it unprintable its a meh card. It's not nearly resilient enough to be a control finisher, its far too simple to be part of a combo finish, and is far too expensive to be part of any kind of aggressive plan. If the unprintable trinket text was replaced with viable text it could see print in any standard set as expensive draft bomb B. Although those types of cards tend to be more interesting if less playable like Stormtide Leviathan.
It may be because I am tired but what exactly is trinket text? Would that be thematic stuff? (Like the fact that it has to be sacced when no islands re on the battlefield because there is nothing for it to swim in?) And the haste is to make it feel like a dragon, without giving it flying.
as for the art choice. If you want to look at Chinese dragons, they are more snakelike than anything. Look at the Star dragons from the Kamigawa block.
But I could probably find a water dragon with wings rather easily.

Art and flavor are there own things, if the world has swimming dragons then this can be a dragon. That isn't a problem. Though you usually need a good reason to defy convention, and convention makes this a serpent.
Like I said replace the trinket text with similar viable text and you have a functional though boring standard draft bomb. Trinket text isn't inherently bad, but when you revive dead mechanics and use it as harsh downsides then trinket text is bad. For good trinket text see Baneslayer Angel the protection rarely matters but it is positive when it does.
To 'fix' the card you need a clear goal, what is this supposed to be? Is it supposed to be a more resilient Ball Lightning is it supposed to be a large dumb creature or a cool combo card. Large dumb creatures are fine every set needs some.

You are putting the hoops in the wrong place. If you want conditional unbloackability then you start blockable then have the controller jump through hoops to be unblockable. Or capture the flavor in a different way. It is swimming under water so creatures with flying can't block because they aren't going to get in the water. If you want to put the hoop on the opponent then it can't be too hard, any deck should be able to reasonably make use of the hoop.
An activated ability that makes it unblockable for one turn would make sense if you wanted to give the impression it was swimming. Islandwalk and Intimidate are pretty severe feelbads.

Ok, you've already got Flash taking the place of Haste as the fast mechanic, that's good for two reasons. Blue is generally a reactive color, and flash allows you to play reactively and flash at an opportune moment, including defensively. The other reason is more direct, that Haste is a strongly nonblue mechanic, and giving it to a blue creature is a pie break. Bonded Fetch is a pie break, and gets away with it only because it also has defender, and is from Future Sight, that block broke color rules everywhere.
Landwalk and landhome may have been retired, but there are still ways to link your creature to islands without digging up the old mechanics. You could have it return your islands to your hand to become unblockable, as though it were using the waters to swim in, but it's great size washes the islands away.
You're on a good track to make a simple, but potent finisher for control or in draft.

yea. I could maybe add a firebreathing effect that many dragons have. Doesn't make it less boring. Just makes it feel more dragony

it has super haste. You cannot stop the flash.
But I play with people who understand. But naw. Keeping the flash is enough.
I do like when there are multiple creatures ETB tapped effects. And we joke about being super tapped. Or have multiple instances of flying and we joke about super flight. Where reach cannot get that far.

So yea I liked Dragons a lot, even been sleeving all my decks with Dragon shield arts.
So My card today is a simple one, but I feel it could find its way in many decks, i may have to tweak its power and cost.

It ended up being very bland to me.
The new artwork i chose for it however looks a lot more like a dragon while it is still underwater.

As far as firebreathing, you could do the power-switch thing, but if you have actual firebreathing then it would need to cost red mana.
Which might not be a horrible idea; the casting cost could be blue but it still has red firebreathing. That would make it feel dragon-y.
