I think it should be pretty clear what I'm getting at, but I feel the phrasing is off a bit. Also I'm not sure if this can enter as a 0/0 assuming there are no nonland permanents in exile that you don't own, exile the target nonland permanent as it enters and become a 1/1 or if this is just dead on arrival if there are no exiled things already. I was trying to move away from */* and it seems like Wizards has been doing more 0/0 lately (i.e. Multani, Yavimaya's Avatar).

As you noticed, like this, it is DOA. You can change "when enters target " to "as enters" to mitigate it. 0/0 and */* is the same in this way.
I feel that a card should not combine exile with exile until leaves. It's going to be hard to remember which card is which. "nonland permanent cards " seems needlessly complicated. Also,counting all cards in exile in a oblivion_ring.dck (as it looks like you try to create it) would be cumbersome and very prone to missing some cards (blinks, orings of other players). Is it worth it?
You could totally keep the card's flavour by removing */* and replacing it with a flat p/t, then giving a new condition to the perma-exile.
Or keep the condition but maybe lower it a bit so there's an obvious target being worked for?

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
