While color pairs may be most often defined by their overlaps, one of the benefits of multicolor is that you can combine disparate themes into a cohesive whole. Take land and Equipment for example. Green is the master of land ramp, while white gets by far the most Equipment support. Normally these themes would seem to be at odds with one another, but they actually compliment each other quite well. Equipment tend to be among the more mana-hungry cards in the game, with many requiring upwards of four mana to cast and equip. Land ramp is a great boon to Equipment as it helps meet those mana needs. And it so happens that there are a few Equipment cards that either help rampland, or rewardyou for doing so.
Zendikar is a plane where these two themes easily meet and work in harmonious fashion. Being an adventure world, there's a big focus on land ramp, but so too is there a focus on using weapons and tools to survive. Furthermore, Ally creatures work together to explore Zendikar's landscape and discover its treasures. These two legends embody those concepts, interweaving their themes and helping each other find what they're looking for.

It makes sense that the green land ramp legend would be an Elf. Since green's role in this duo is to help with land ramp, this Partner grants an Explorer's Scope-esque effect to all your equipped creatures. Why equipped? Mostly, to help encourage playing these two legends in the exact kind of deck they're designed for. I also like the idea of associated Partner legends interweaving their themes a little.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. I'm not sure how much I like that the relic hunter actually puts the cards back on top. With a little luck, it can prevent the explorer's triggers from missing, but a double whiff is just a feel-bad moment. Without an uncracked fetch or something, hitting your landfall trigger and seeing three nonland, non-equipment cards on top basically renders your generals useless. While putting the rest on the bottom doesn't combo as well, it also greatly decreases the odds of a low roll. These guys aren't exactly Voltron material, either, so you're going to have to run cards they can't grab anyways.
Very nice. The bodies could be a bit more hardy - 3/2 and 2/3 respectively - without changing the mana costs. Putting He cards back on top seems a little odd. Well done.
I like what partner with can offer and these two tell a neat story about their partnership. "Hey, found a mystical doodad for you." "Neat. It points us toward more treasure. Let me show you the way." is straightforward and evocatice. Those two could have their own tv series that goes downhill when they adopt a troublesome teenage goblin girl grabbing all the screen time in season three. ^^
What I mean is that they have character and are functional. Good.
I'll echo though that the cards that you look at shouldn't go back onto the library. If there is one thing I'll never (or immediately) tire of telling people it is that Augury Owl takes the bad of Sage Owls design and replaces it with good.

@Legend: Recall that partner with legendaries still are inherently card-advantageous. 2/3 for two with upside hence likely is pushing it despite the drawback legendary presents.
My concern is, would digging through three cards at a time in monowhite for basically free really be safe color pie-wise? Notably white doesn't tend to get a lot of Mulch-like effects. Also bear in mind the potential to use stuff like Exploration and Sword of the Animist to hit more than one land drop a turn. I did consider letting Expert Explorer draw creature cards if you reveal one, so all the creature cards in your deck that help you ramp lands or work well with Equipment aren't total misses. All that said, in a deck properly built around these two, you should be able to hit lands and/or Equipment fairly often.
EDIT: Looking at Stoneforge Acolyte, it seems white does get to have filtering effects on occasion. So I suppose the Relic Seeker could put the rest on the bottom.

Since the green Partner helps ramp lands, it only makes sense that the white Partner helps you find Equipment, which in turn will help you ramp lands. On Zendikar, the Kor are closely associated with Equipment, in particular Kitesails and Grappling Hooks. The Ally type is mostly there to allow these two to play nicely in Ally decks as well, similar to Zada, Hedron Grinder, Noyan Dar, Roil Shaper, Mina and Denn, Wildborn, Akiri, Line-Slinger, and Bruse Tarl, Boorish Herder (but sadly not Jori En, Ruin Diver).
