I think it's telling WotC decided not to print the newest version of partner on commons, given how averse they are to shuffling as well as tutoring at common. Wasn't Transmute abandoned as it made searching/shuffling too much of a thing at common?
While Shepherd's Glen Ranger is cool, I personally think having such a broad application of this mechanic (tutoring any wolf?) at common would have to be done very carefully or lead to a lot of repetitive gameplay.
The rares are nice however. Mob Boss is a big flavor win.
The rarity is a real issue, I agree. Though the reason there is no partner on commons by WotC goes a little deeper (e. g. the way they use the mechanic they don't have vanillas or even french vanillas with it; and it mostly appears in cycles, so the cycle's overall complexity is the aspect that decides whether there can be commons etc.)
That said, I'm a little bothered e. g. Sworn Conspirator does not work more like Legion Conquistador (a common), but only Self-Assembler (another common). I consider straight upgrading to uncommon, but I feel it's more a matter of volume than a strict lower bound.
