Fans have often half-jokingly asked for a legendary Wall creature, with the Great Wall of China being a likely influence. But, I'm thinking of how Walls in Magic are not always physical barriers, and how we never got a satisfactory take on the Hekma during Amonkhet. So, here is the Hekma as a legendary Wall creature.

Defender
~ gets +0/+2 for each card in your hand.
All damage that would be dealt to you or to another permanent you control is dealt to ~ instead.
You and other permanents you control have hexproof as long as you aren't attacking or blocking with a creature.

It was mentioned that Kefnet maintains the Hekma, thus the cards-in-hand effect. To avoid having to give the Hekma reach and "block any number", it automatically redirects all damage that would be dealt to you or another permanent you control to itself. The Hekma also prevents you and other permanents you control from being targeted by spells or abilities your opponents control, as long as you aren't attacking or blocking with a creature. Since the Hekma is also basically an enchantment, I made it an enchantment creature, as I feel such creatures need not be restricted to Theros.
I was going to make The Hekma WUBRG since it protected citizens of all five colors in Naktamun, but I have yet to think of abilities that would qualify it for black or red.
The Hekma is unique among "commanders" for being a purely defensive "creature", though it can prove quite formidable with Assault Formation or Arcades, the Strategist on the battlefield.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

A little late with critiques, but here are my thoughts:
Why is this an enchantment creature? Is there a reason it needs to be an enchantment?
The primary effect ends up being pretty mathy. Wizards typically avoids cards with multiplication more than as a one-time effect, and I’m with them on that.
I would also say that Walls feel like the ultimate blockers, and usually what you want to do with a Wall is… block! But the effect you’ve written discourages that from happening. I would really consider reworking that.

Since the Hekma is also basically an enchantment, I made it an enchantment creature, as I feel such creatures need not be restricted to Theros.
To further clarify, I feel enchantment creatures should be a deciduous tool much like Vehicles, Hybrid Mana, Split cards, etc. And being that the Hekma would likely be a mythic rare, I feel a one-off enchantment creature is fine considering we got a mythic rare one-off Vehicle in Dominaria.
The idea is that the Hekma has a really high toughness, and since Kefnet was said to help maintain it, I figured it'd make sense to tie its toughness to cards in hand. But I could simply make it a Wall with really high toughness.
I see your point about blocking disabling the hexproof. Perhaps the effect could be re-worded so as to only care about attacking or blocking with non-Wall creatures?

Most cases of protect wouldn't be quite so comprehensive, most would be more like "This creature protects another creature this turn". But The Hekma's job is to protect you and all your creatures, so it gets a permanent, wide-reaching version.
