-9] You gain an emblem with "Creatures you control may enter the battlefield as a copy of any Kraken, Leviathan, Octopus or Serpent creature you control except it's not legendary". Create a 5/5 blue Serpent creature token.

So this Kiora cannot create card advantage on her own except for that 5/5 token ultimate. No card draw, no permanent removal VS non tokens. No card filter or selection. Instead she relies on other parts of your deck to twiddle around with.
+2 allows you to quickly reach high mana for Krakens. However to make use of this you need to have actual lands. Good thing you're green, and blue can draw a lot of cards. This green ability is well complemented by inherent card advantage of blue.
-3 bounce can buy you time. Or abuse ETBs of your own creatures, just like how Kiora's DOTP deck and Duel Deck. A lot of bouncing and ETB can use this offensively, or plain bouncing for Defense. Bounce is a blue ability, but the gatecheck to lands controlled adds a green hint that works well with the +2 ability but not totally reliant on it.
-9 Ultimate is a solid 5/5 beater. Effective already as a finisher of a 3 mana Planeswalker but a simple token while effective is not exciting. I have added the emblem to make it more exciting.
One of the nitpickable things about the two previous Kioras is that they do not actually play that well with Real Leviathan or Krakens because you would rather run cards that protect Kiora herself. This one is not a true I win emblem, since the initial Serpent is quite small (small for Kiora) and if it is killed or sweeped, you actually need to have Sea Monsters in your deck to continue your wreckage.
Cloning is a blue ability, being creature reliant is green.
How Kiora can protect herself?
Think Ashiok, Nightmare Weaver or Nahiri, the Harbinger. Their +2 is decent form of protection and also Kiora. Her - 3 is costly and does not permanently reduce her stuff.

MtG is where you can hate white players or black players, and still not be racist.
Despite +2 being not that great, the -3 ability is just too strong I think. I would expect her starting loyalty to be at least 3 so that you can't bounce and keep the body around.
The ultimate is creative but too fragile in my opinion. A 5/5 token is too low impact against the board she will be facing when she has enough loyalty to ultimate. In order for this to work you will need to keep a bunch of critters in your hand so that you may play then as 5/5s but then how the hell are you protecting her for four turns ? I think +2 three times and -9 once is completely unplayable play pattern. Also notice that this ultimates wants you to play a million small critters so that becoming a 5/5 close is a bonus. This ult works terribly with big sea monsters.
My suggestions
Makes her starting loyalty 3 or raise the cost of the middle ability to -4. Controlling the board and keeping the PW card around is too good for a cmc 3.
Rework the ultimate.
Make +2 a little bit more versatile so that you won't dry out of lands in the first or second use. I get the ability is quite strong it will ramp 1 or possibly 2 throughout the game. It's just that it bothers me that at some point you will be +2ing just for the sake of loyalty. This is a minor complaint compared to the 2 previous ones.
Could the first ability be: "You may put a land card from your hand onto the battlefield. If you don't add one mana of any color."? That would smooth out the variance over not having a second land card in later turns.
