Those are all very interesting designs, I really like them, but there are some issues:
Memory Architect
I don't think there was a card before ending step after it already started. I assume you mean it to work like Time Stop? This probably would need rules changes, and definitely reminder text. I agree that this card should probably be 4cc at least, to prevent fast broken interactions. It could gain some body at the same time, though. What if it was 6 mana 5/5 flying sphinx? I don't think this card needs flash at all.

Personally, I prefer to do one step at a time: maybe mono-B for death triggers only first? Of course, that's not a problem.
Legend of the Golden Peacock
I don't like that this Aura does nothing to the creature it enchants. Compare Skin Invasion, they change the enchanted creature. Also, if I understand the flavor correctly, you want The Hero Returned be a better version of a creature that just died, thanks to intervention of Peacock. However, it is easily overshadowed by 4 mana creatures, and the flavor breaks. Maybe it should die, and return to battlefield with an aura transformed into something positive?
Dragon's Hoard,Hoarding Dragon
I think Red is a correct color for this effect, but it's too good rate. You nearly never sacrifice Dragon's Hoard, and having a possibility of saccing stolen permanents in Control Magic sounds like cheating. Control Magic is much more fun if you can answer it. I understand that there is a cost needed for it, but still.
Dracolich // Deathless Dragon
I like the idea, but I don't believe it's a type of card that could be printed. You can't play with it without showing your opponent card you have in your hand prematurely. Also, you still need to know which is a main face for when it is in graveyard, and it would need to be very obvious to prevent mistakes. Usually mana cost was enough, not anymore. It's prboably also not compatible with current rules. Also, how exactly flavor works here? What is a lifecycle of an undead dragon, really?
I had Paradox Haze in mind when thinking of the Architect. Basically, it gives you a choice:
- Upkeep happens, 'beginning of your upkeep' abilities trigger and you order them so Architect resolves first. Then you either end the upkeep (bye bye cumulative upkeep) or double it (hello 2 extra cards and 2 life less from Phyrexian Arena). 'End upkeep' works like 'end the turn' but since it's a triggered ability you can respond to it. I think 3 mana for 2/2 is fair, and it can go without a flash.
- For Dragon's Hoard, how about this:

Dragon's Hoard would still be undercosted at four mana. Hoarding Dragon is an existing card name but probably fine at six mana and rare given Hellkite Tyrant.
Memory Architect can't be compared to harder-to-remove/colorless/bad card Eon Hub, although I agree it might be a bit much as compared to Paradox Haze. 3UU and a Sphinx of some sort?
Tsenava is fine, comparable to any of the other trigger-doublers.
Legend of the Golden Peacock is odd for a number of reasons (no creature type on the token? Presumable Bird that doesn't fly? White hexproof?) - I'm not sure the complexity is worth it for an effect that Skin Invasion does more elegantly and with clearer flavor. Make the token more vulnerable and the transformed creature bigger (and whiter).
Dracolich // Deathless Dragon is confusing and unnecessarily complex for a number of reasons, the rules and comprehension difficult of both-sides-playable being just the first one. Also, I'm not getting why an undead Dragon is sometimes transforming into a more powerful form and sometimes into a less powerful one. Just make a living Dragon that transforms into a Dracolich if that's what you want.
The double-faved problem can be solved with a checkcard like the Ixalan one: you just mark which creature is the original. The idea is that 2-faved cards offer an unexplored potential design wise: what if you can choose in which way the transformation occurs? The Dracolich//Deathless Dragon is the story of an umdead dragon necromancer that dies but survives in a lesser form. The Deathless Dragon//Dracolich is of a zombie dragon that gets enough power to ascend to a Dracolich. It's a make-your-own story within a card.
How about adding an alternative cost?

This opens an interesting door for future design of double faced cards as well!
And simplify the counter by using only one type:

Yeah, 3UU Sphinx works, although it takes some of the steam out of the card. Not that this is a bad thing...

For BItter Bargain, downside is irrelevant in normal formats (you have multiple copies of everything) and even in commander (you have 98 other cards to choose). ALso, having this card be face down just increases length of resolving this spell (I search for a card, then search for it again because I may have missed it, I realize that it must be exiled, so I search once more for another card). I think it should exile multiple face up cards (maybe copies of the same card).
So, looking at Swarm Mother, Glimpse is revealing cards from hand? Got it. I guess this card is probably fine, however this reveal ability may create boring and repeatable states.
Oh... I guess Glimpse means something different, looking and Ulati. You need to decide what it is, if you want have it as an ability word. Also, Ulati is broken. It's virtually repetitive Torment (Torment of Scarabs) card (with upside!) for one mana. Even worse, it's discard on instant, so you can make sure opponent never can play anything relevant.
Ceremoinal Visage is totally fine, probably even weak, even if it can be annoying.
Bitter bargain -- not much of a drawback unless you're looking for a 1-of in the deck, which of course you won't do.
It should be face down. It will _Significantly_ increase the search time. Im not even sure what's ht epoint of exiling it face down. When I cast a tutor, I already know what I want. If for some reason I cant find it, I'll go back and seach again in case I just missed it. You're looking at 3 searches (including opponent's) at the minimum.
Ulati is insane. Something like a duress will potentially end the game.

Compare to Eon hub which costs 5cc and is not something you can selectively turn on/off, and is far less flexible.
At 3cc, this is sevreely undercosted. I don't think it's even acceptable at 5cc.
Dragon's hoard -- steal artifact is 4cc. While it's a bit too expensive, dropping the cost down to 2 and adding a draw a card ability is too much.

So, looking at Swarm Mother, Glimpse is revealing cards from hand? Got it. I guess this card is probably fine, however this reveal ability may create boring and repeatable states.
Oh... I guess Glimpse means something different, looking and Ulati. You need to decide what it is, if you want have it as an ability word. Also, Ulati is broken. It's virtually repetitive Torment (Torment of Scarabs) card (with upside!) for one mana. Even worse, it's discard on instant, so you can make sure opponent never can play anything relevant.
Ceremoinal Visage is totally fine, probably even weak, even if it can be annoying.
It should be face down. It will _Significantly_ increase the search time. Im not even sure what's ht epoint of exiling it face down. When I cast a tutor, I already know what I want. If for some reason I cant find it, I'll go back and seach again in case I just missed it. You're looking at 3 searches (including opponent's) at the minimum.
Ulati is insane. Something like a duress will potentially end the game.
