This is an idea for a mythic rare blue enchantment, inspired by the Ismeri Library on Ravnica.

While looking at cards from your library, you may cast nonland cards from among them. (Scrying and searching your library count as looking.)
This effect started out as an attempt at applying the Panglacial Wurm ability to basically any card in your library, but I decided to word it so that it also works with Scrying and Index-like effects.

How or does it work with cards revealed from your library? Future Sight and similar.
Well, you're looking at the cards, so yes, you may cast nonland cards revealed from your library. Future Sight also happens to have a built-in clause that lets you play the top card. For more current effects, "look at" includes Sphinx of Jwar Isle, Lens of Clarity, Vizier of the Menagerie, etc. If an effect allows you to see a nonland card in your library, you can cast that card.
Take note this effect does not work with effects like Possibility Storm or Deadbridge Chant as the cards they reveal are no longer in your library by the time you can see them.

I think the effect should be restricted to one card at a time, so you don't cast your whole library from the fetch. I'm also not sure if it's mono-U effect, it seems like a tutor, so I'd be more comfortable with B in cost. As for the mana cost, it's prboably too low even after those changes. Cards like this should never be aggresively costed.

Personally, I feel the effect is balanced by the fact you still have to pay mana costs, though any Standard in which this is printed would probably have to eschew cheap tutors like Evolving Wilds. It might be better as a supplement card, like for Commander. Heck, what if there was a version that applies to all players?

As for color pie, if blue can get Omniscience and Enter the Infinite, I see no reason why it can't get this. Plus black gets to have the occasional blue-feeling effect, like Worst Fears. Put another way: Does this break blue's color pie by undermining one of its weaknesses? Of course this effect could also simply be a UB overlap, much as tokendoubling is a GW overlap, though I wouldn't expect black to make the effect symmetric without adding some manner of cost such as life payment or creature sacrifice.

So, I have this and Dark Confidant out. During my upkeep I reveal a Dimir Signet. Can I cast it then? What happens if I do?
As per how Panglacial Wurm works, you'd get to cast viewed cards in the middle of the resolution of a spell or ability that allows you to do so, one of the few cards that allows you to do such things. You get to activate mana abilities at this time, but triggers and other players' priority won't occur until after the search spell or ability resolves. The Wurm's timing is specific to the window in which you see your library before actually performing the search.
If we apply that ruling to this card, then that spell will be able to be cast as soon as you see the card, before whatever is supposed to happen to it. As for Dark Confidant's life loss, there's really no precedent to how that would play out. My guess is that you'd lose the life anyways because the actual life loss event is only contingent on the CMC of the revealed card and nothing else.

aside from that, after Omniscience, the effect seems printable.
