Vamp(?) with a blue component? Interesting. I like the loyalty-adding triggered ability alongside the token making. Costing might be too efficient but I'd like to hear the backstory.
It is vastly overpowered. Even without first ability, it is 8 tokens with lifelink for 3 mana. And then, they feed her. "But she can be attacked!", you say. Through those tokens? I don't think so. Due to lifelink, after one -1, you need at least 4 2/2 to deal any damage to her, and even if you do, her controller scries and gained life.
There is only one planeswalker that creates more than one creature, excluding ultimates, and it costs 6 mana. That's for a reason. You can't have a planeswalker that protects herself so easily at such a low cost, and have it have so powerful abilites (ultimate is also OP when it can be achieved so easily).

As superbajt said, she makes too many tokens, her starting loyalty is too high, and her abilities are too cheap. Very cool concept though.
On her back story. For aether infused blood. It makes more sense to specifically use the nonhuman races as they are the ones mutated by aether, while humans are more or less the same.

Now she only produces one token, ultimate increased to -10 from -9, and her loyalty is dropped to 3 from 4.
Its much more reasonable now. Being three colors, it is harder to slot them into a deck, and I don't think a control deck would want to tap out turn three for this unless against another control deck. But they will be a power house in something designed for them. The question is how do you fit blue and black into a currently existing soul sisters deck.
