I'm not entirely sure about p/t setting outside the battlefield, though. My gut says the */* would just equal 0/0, because it cares about "cards exiled with it," which it can still look at even when there are no cards exiled with it. It's not that the p/t setting ability is only active on the battlefield, it just gets better after the first ability resolves.
Your going to need to copy Sutured Ghoul's ability and sepereatly define the power and toughness. Gaining all if the abilities gets into unterritory, it's probably not something that should actually ever be done. All activated or triggered abilities could easily work.

Also I don't think this schould be a legendary. Seems highly abusable to hav this in the command zone, as a few creature are already enough to combo off. Its a fun card in the 99... not every cool creature need to be a commander.

That said, if they ever decide to make another legendary card for the short-lived Experiment Kraj, then that's a place to go. ^^
