I've already seen this idea before. But it'll never be printed, because the only drawback is that you can't have two at the same time. However, as it would be a cycle, then you could very well have four different in play at the same time, making it really easy to go 4 or 5 colors.

Since Legendary is a supertype, and no mention of supertype was made, you are correct. These cards would require an additional difference to be printable.
The reserved list doesn't care about strictly better versions, so triple lands have no problem with the list. Even reverse shock lands where you gain 2 life to make them enter untapped. The same lands but with "T: add C" are fine under the list.
Just print five-type basic lands that have "0: shuffle your library" and be done with it.

Such cards would immediately be banned due to being even more obnoxious than Divining Top. Which would be hilarious, subverting the RL with cards that are immediately banned in every format.
Make them work exactly as City of Brass. Then each one would be essentially a dual color City of Brass.
Considering how much a desire to cheapen Legacy manabases fuels calls to remove or skirt the reserved list, I don't think printing fetchable painlands will make anybody happy. Else we'd see more legacy decks with modern-style shockland manabases.
The only way to bypass is to do what they have already done in the past. Make a card that is not the same, but can be transformed or can be activated to do what the original did. Like Magus of the disk, Magus of the Jar, Thunder Totem, etc. Either way, shocklands are duals with a proper drawback.
I made a series of legendary dual lands over at Mtgcardsmith that added very minor abilities. These abilities make these cards not equivalent to the ancient dual lands, and therefore bypass the reserved list. But the cards aren't crazy good because the abilities are hard to get going, especially in Legacy. But I think they are fine for Standard, and with fetchlands they could find their way into Legacy as well. I attached an example:
A fetchable, dual, untapped, drawbackless (except for legendary, which is pretty negligible) mini Valakut, the Molten Pinnacle is probably not fine for Standard.
Eternal formats? Sure, they're slow enough to be alright for formats that are already degenerate. But I would not want anything like this in Standard.

Okay, some baseline here: Why would someone want to bypass the Reserved List for Alpha duals? Take into account your targets here. It's about people who would be just happy to have Vintage/Legacy legal reprints of the Alphha duals, but won't get them. So the requirement is to give them lands that actually work like Alpha duals in those formats. That's - it seems to me - the baseline.
Any card that is specifically designed to not work with fetchlands is missing its audience on a topic that aims to "bypass the reserved list" for these cards. I really think that should be on anyone's checklist. Ideally drawbacks added to make the new dual lands should be more relevant when *not* fetched - or balance out between both fetching and playing from hand.

You could use, "This card enters the battlefield tapped unless you played it from your hand." But this would make the card unappealing to people who want to play Legacy without having to pay hundreds of dollars for the ancient dual lands, since they would be at a big disadvantage using their $15 fetch lands to set up their mana. But it would be great for Modern.
Two alternatives to the legendary, Earth-based dual lands:
1. Instead of having a beneficial ability that conditionally triggers each upkeep, the ability could trigger when the card is destroyed, which would be particularly relevant with the Legendary rule and Wasteland.
2. Instead of having a beneficial ability that conditionally triggers each upkeep, these lands could have the drawback of, "At the end of your turn, tap this land".

Well, Revolt is just an action word, the card functions the same with or without that word tacked on. I was just calling attention to the use of the Revolt concept.
