Legendary Instant
(You may cast a legendary instant only if you control a legendary creature or planeswalker.)
Create a token that's a copy of target creature or planeswalker. It gains haste. Exile it at the beginning of your next end step. If that token is legendary, exile each permanent you don't control with that token's name.
It's funny you bring up Grandeur, since both it and the legendary instant/sorcery mechanic (or just legendary sorcery for now, since I don't recall seeing legendary instants among the Dominaria leaks yet) appear in Dominaria return sets.

Huh, and here I thought this was your own atrocious design.
As far as I can tell, then, the only issue is with the exiling of like-named legendary permanents. Surely the legend rule kills both creatures before EoT, so nothing can actually be exiled?

It can copy an opponent's legend (giving you the token), and then it exiles the opponent's legend.
So for example, it can give you a token copy of an opponent's Jace, and then it exiles the original Jace.
Even then, the way it's worded would put the token into play before exiling anything, causing you to run into the same problem (I think).
How about a slight change to:
"Create a token that's a copy of target creature or planeswalker. It gains haste and "At the beginning of the end step, exile this permanent". If a permanent with the same name would be put into a graveyard from the battlefield this turn, exile it instead."
Surely any of the countless incarnations of the rule would get rid of the opposing creature before any effect could be applied?
The current legend rule lets a player keep their legend if an opponent plays one with the same name. The only scenario I can think of in which the token coming in first would be an issue is if the person casting this already controlled a copy of the legend they're planning to target.

I'm not sure whether to be offended or not.

Why is that a problem? Unless you mean the old legend rule, but that's been changed a long time ago.
