That's a rather hefty tax on such a cheap body. Without letting you cast the spells that are mistakenly eaten by them it would probably be a fine card. The ability only really punishes misplays anyway so it might be favorable to drop it altogether to keep balance and reduce the punishment for misplays. It's a very narrow hate bear, would probably be better costing 2 and taxing 2 so it can more easily get under the counter wall.
They're really never going to cast a spell unless they can pay for it. Unless you're planning to repeatedly pull some elaborate Power Sink shenanigans, the second ability is basically just there to hurt very new players who don't understand the game.
The first ability is fine, though. It basically amounts to semi-hexproof for you and your spells on the stack, which is by no means unfair at CMC 3 considering cards like Aegis of the Gods.

Anyway, most colors do not have ways of targetting a spell. That's almost entirely blue's shtick, with a couple in red. Basically this is an anti countermagic card. It's very narrow, and I can't help but feel that it belongs to green more than blue.
If you made the spell-exile ability activated rather than automatic, it would create tension and give the opponent a chance to break through it either with a bluff or with multiple spells.

That activated ability mimics Turn Aside to a degree. The tap gives the opponents an opportunity to work around it, thus increasing the likelihood that you will actually get a spell to steal, the discard offsets the card advantage generated by the ability to cast the stolen spell, which I feel is necessary at this low of a mana cost, and also puts a limiter on the ability. You don't really want cheap and easy hard control at low mana costs, they get themselves banned.

That's a pretty neat version, since now you're using hidden information that the opponent doesn't know and so they need to guess every time. It's tough to cost her because this ability is both strong and highly situational (pretty much only applies to other blue decks). At the very least I wouldn't give her shroud.
